Job summary

World Wide Professional Solutions is seeking a senior Project Controls Manager to lead the controls function for a large-scale data center construction program in Texas. You will coordinate cost management, scheduling, forecasting, and change management with General Contractors and direct trade contractors under Owner contracts.

You will apply NECA/MCA labor data, unit rates, and productivity factors to evaluate pricing, drive cost transparency, and deliver dashboards and executive reports that

Qualifications

  • Significant progressive experience in project controls, cost management, commercial management, quantity surveying, or construction management on major capital projects.
  • Demonstrated experience supporting large scale data centers, mission critical facilities, advanced manufacturing, or similarly complex construction programs.
  • Expert level understanding of unit rate contracting and construction labor pricing.
  • Expert knowledge of NECA labor units, rates, productivity factors, and electrical construction cost development.
  • Strong knowledge of MCA labor rates, productivity factors, and mechanical construction cost development.
  • Demonstrated experience evaluating Mechanical and Electrical Trade Contractor estimates, pricing, change orders, productivity, and commercial proposals.
  • Strong experience with cost forecasting, variance analysis, cost reporting, change management, and change control.
  • Experience working with General Contractors and direct Owner contracted trade contractors.

Responsibilities

  • Lead the project controls function for a large scale data center construction program.
  • Manage and coordinate resources supporting Quantity Surveying, Cost Management, Scheduling, forecasting, reporting, change management, and other project controls functions.
  • Establish and maintain integrated cost, schedule, change, and risk control processes on behalf of the Owner.
  • Provide leadership for project cost forecasting, commitments, accruals, cash flow, variance analysis, and cost performance reporting.
  • Apply expert knowledge of unit rate contracts, labor rates, labor units, productivity factors, and contractor pricing methodologies.
  • Evaluate Mechanical and Electrical Trade Contractor pricing using applicable NECA and MCA labor units, rates, productivity assumptions, and supporting cost data.
  • Review contractor estimates, proposals, change orders, unit rate pricing, labor productivity assumptions, and commercial submissions for accuracy and reasonableness.
  • Partner directly with General Contractors and Mechanical and Electrical Trade Contractors working under direct Owner contracts.
  • Lead or support Owner change management processes, including change identification, evaluation, documentation, forecasting, approval, and implementation.
  • Support the Owner's Change Control Board, or CCB, by developing clear cost and schedule impact assessments and ensuring proposed changes receive appropriate review and governance.
  • Maintain disciplined change control processes to ensure project scope, cost, schedule, and risk impacts are clearly understood before commitments are made.
  • Work closely with scheduling resources to integrate cost and schedule information and identify emerging trends affecting project predictability.
  • Analyze contractor productivity, manpower, earned progress, cost trends, schedule performance, and forecasted outcomes.
  • Identify potential cost and schedule risks early and develop mitigation strategies with project leadership and contractor teams.
  • Develop project controls dashboards, forecasts, executive reports, and performance metrics that provide clear visibility into project status and emerging risks.
  • Support benchmarking, cost optimization, value management, and commercial strategies that drive project costs toward best in class targets.
  • Establish strong working relationships with construction leadership, General Contractors, direct trade contractors, commercial teams, scheduling resources, Quantity Surveyors, and other Owner's Representatives.
  • Maintain high standards for data quality, reporting consistency, documentation, governance, and project controls discipline.

Job description

WORLD WIDE PROFESSIONAL SOLUTIONS is a project solutions organization committed to implementing lean construction, collaborative contracting, and execution approaches that enable breakthroughs in cost, schedule, quality, and overall project performance.

WWPS is seeking an experienced Project Controls Manager, Data Center Construction to support a large scale, mission critical data center construction program in Haskell, Texas.

This is a senior Owner's Representative position responsible for leading an integrated project controls function supporting cost management, quantity surveying, scheduling, forecasting, change management, and commercial controls.

The Project Controls Manager will work directly with General Contractors, Mechanical and Electrical Trade Contractors holding direct Owner contracts, other Owner's Representatives, and project leadership to drive schedule predictability, cost transparency, effective change control, and best in class project performance.

A critical requirement for this position is expert level knowledge of construction labor pricing, unit rate contracting, NECA and MCA rates, labor units, and productivity factors, particularly as they apply to fast paced mechanical and electrical construction.

This is a minimum two year project assignment beginning in October 2026. WWPS is prepared to support qualified candidates with incentives, per diem and travel programs, or paid relocation packages.

Key Responsibilities
  • Lead the project controls function for a large scale data center construction program.

  • Strong experience with cost forecasting, variance analysis, cost reporting, change management, and change control.
  • Experience working with General Contractors and direct Owner contracted trade contractors.
  • Demonstrated ability to lead multidisciplinary project controls teams including Cost Management, Quantity Surveying, Scheduling, and Change Management resources.
  • Strong understanding of the relationship between construction cost, schedule, productivity, manpower, procurement, risk, and project delivery.
  • Ability to interpret construction drawings, specifications, contracts, estimates, schedules, and commercial documentation.
  • Strong analytical, leadership, communication, negotiation, and stakeholder management capabilities.
  • Ability to operate effectively in a fast paced construction environment with significant project complexity and executive visibility.
Preferred Background
  • Data center construction experience strongly preferred.
  • Experience with hyperscale, cloud, colocation, semiconductor, advanced manufacturing, or other mission critical facilities.
  • Experience supporting multi prime or direct trade construction execution strategies.
  • Previous Project Controls Manager, Senior Project Controls Manager, Cost Manager, Commercial Manager, Project Controls Lead, or comparable leadership experience.
  • Experience establishing or managing formal Owner change control and Change Control Board processes.
  • Experience with Primavera P6 and advanced Microsoft Excel.
  • Familiarity with Procore, cost management platforms, estimating systems, Power BI, or comparable project controls technology.
  • Bachelor’s degree in Construction Management, Engineering, Quantity Surveying, Finance, or a related discipline preferred.
  • Professional credentials such as CCP, CEP, CPE, PSP, MRICS, or comparable qualifications are a plus.
Location and Project Commitment

This position is based 100% on site in Haskell, Texas.
