Job summary

The Oklahoma Corporation Commission seeks a Programs Manager III to perform professional regulatory work across accounting, finance, economics, engineering, and policy. You will support regulatory programs, prepare technical analyses, and contribute to fair, just, and reasonable utility rates.

You will engage in case processing, prepare reports and exhibits, and present findings as required, coordinating with utilities, consultants, and stakeholders to advance division goals.

Qualifications

  • Requires a bachelor’s degree in Accounting, Finance, Economics, Business Administration, Engineering, Public Administration, Mathematics, Statistics or Data Analytics.
  • Requires two (2) years of progressively responsible professional experience in accounting, finance, economics, engineering, auditing, regulatory analysis or related field.
  • Demonstrated analytical, organizational and strong written and verbal communication skills.

Responsibilities

  • Conducts accounting, financial, economic, engineering, operational, and regulatory analyses for Commission-jurisdictional utilities.
  • Reviews filings, tariffs, testimony, exhibits, and other documents in regulatory proceedings.
  • Develops regulatory recommendations and presents testimony before the Commission as needed.
  • Collaborates with Division staff, agencies, utilities, and stakeholders to ensure timely, technically sound work.

Conducts technical analyses, develops recommendations, and assists in the administration of regulatory programs while supporting the Commission’s mission of ensuring safe, reliable utility service at fair, just, and reasonable rates.The position reports to Division management and independently performs assigned regulatory duties, prepares technical analyses and recommendations, participates in Commission proceedings, and supports Division initiatives through sound regulatory analysis and effective collaboration.# **Typical Functions*** Conducts accounting, auditing, financial, economic, engineering, operational, and regulatory analyses involving Commission-jurisdictional utilities, which include electric, natural gas, electric cooperatives, water, telecommunications and the Oklahoma Universal Service Fund (OUSF).* Reviews applications, tariffs, testimony, exhibits, work papers, financial reports, engineering studies, compliance filings, and other documents submitted in regulatory proceedings.* Develops recommendations concerning regulatory matters including, but not limited to, accounting, auditing, finance, economics, engineering, ratemaking, utility operations, infrastructure planning, resource planning, reliability, regulatory policy, and other proceedings involving Commission-jurisdictional utilities.* Participates in case processing activities involving applications, rate proceedings, investigations, audits, financing matters, certificates, compliance reviews, and other regulatory proceedings involving Commission-jurisdictional utilities.* Conducts research and evaluates regulatory, financial, economic, operational, engineering, legislative, and policy issues affecting Commission-jurisdictional utilities.* Prepares reports, work papers, testimony, exhibits, recommendations, correspondence, and other technical documents.* Presents testimony before the Commission as required.* Represents the Division at meetings, conferences, workshops, and stakeholder discussions as assigned.* Coordinates with other Division staff, state and federal agencies, utilities, consultants, and stakeholders to ensure timely and technically sound completion of assigned work.* Monitors emerging regulatory, financial, accounting, technological, operational, economic, legislative, and industry developments affecting Commission-jurisdictional utilities and recommends appropriate actions to Division management.# **Level Descriptor**Employees at this level perform advanced professional work involving the planning, implementation, evaluation, and administration of assigned regulatory program activities.
