Job summary

Shelby County Sheriff's Office in Memphis seeks a data mining and application development professional to transform business problems into reports and code using SQL, Java, HTML, and JavaScript. The role supports GIS functions and web technologies within the Sheriff's Office IT environment.

Requires two years of development experience, an associate's degree or equivalent, and proof of education. Salary is commensurate with experience; pay grade 54. This is an on-site position in Tennessee.

Qualifications

  • Two years of application development experience on Windows or UNIX/Linux systems.
  • Associate's degree in IT or related field, or equivalent experience.
  • Proof of education, training, and/or experience is required.
  • Knowledge of SQL, Java, HTML, JSP, Servlets, JavaScript, and app servers preferred.

Responsibilities

  • Prepares and documents functional, test, program, and data record specifications.
  • Prepares reports, views, system flow charts and logic diagrams describing existing and proposed programs and systems.
  • Codes, debugs, documents, tests application programs, and prepares system test scripts.
  • Performs data mining of various application databases to support analysis of data and GIS functions.
  • Reviews developed programs and system test results with Analysts and/or customers.
  • Performs unit and system-level testing per established procedures.
  • Consults with system users and development groups on test results.
  • Participates in all phases of application preparation for real time, online, or batch systems.
  • Works on functional specifications for slightly complex systems with direction from senior staff.
  • Performs other related duties as required.

Job description

Position Summary

Works under minimal supervision of an assigned supervisor or team leader to mine data for analysis and convert business problems to detailed reports, logical flowcharts, and code into computer language in the Shelby County Sheriff's Office.

Pay Grade: 54

Salary Commensurate with Experience and Education

Minimum Qualifications
  • Two (2) years of application development experience on Windows-based and/or UNIX/Linux-based computer systems; AND
  • Associate's degree from an accredited college or university in information technology, computer engineering technology, or other computer science related degree; OR
  • An equivalent combination of related education and/or experience.
  • Knowledge and/or experience with relational databases, SQL, JAVA, HTML, Java Server Pages, Servlets, JavaScript, and application servers is preferred.
  • PROOF OF EDUCATION, TRAINING, AND/OR EXPERIENCE IS REQUIRED.
Duties and Responsibilities
  • Prepares and documents functional, test, program, and data record specifications.

KSAs
  • Knowledge of hardware, software, and systems application development techniques using SQL and Java or .NET.
  • Knowledge of ESRI Mapping Software products for implementation, design and maintenance.
  • Knowledge of web technologies to maintain and develop web sites.
  • Knowledge of Crystal Reports and SQL Views.
  • Ability to apply technical knowledge and computer science principles in the design of major software systems.
  • Ability to interpret and convert business problems to computer language.
  • Knowledge of business theory and principles, and ability to understand business problems and devise appropriate computer-based solutions.
  • Knowledge of test procedures and documentation standards and the application of same to all system designs.
  • Ability to communicate technical information to peers, as well as communicate at a business level with users.
  • Knowledge of Windows operating system and optionally UNIX operating systems.
Special Requirements
  • Must possess a valid Tennessee driver's license or secure one by date of employment.
  • Must be able to obtain and maintain a TIES (Tennessee Information Enforcement System) certification.
