Qualifications

  • Strong written and oral communication, teamwork and analytical skills.

Job description

Organizational context: The United Nations Office of Counter-Terrorism (UNOCT), established in 2017, provides leadership on counter-terrorism mandates, enhances coordination among 46 entities, strengthens capacity-building for Member States, improves visibility and resource mobilization, and ensures counter-terrorism is prioritized within the UN system. The United Nations Counter-Terrorism Centre (UNCCT), established in 2011, promotes international cooperation. This Programme Officer role is within the UNCCT Office of the Director.

Job purpose: The Programme Officer, reporting to the Director of the United Nations Counter-Terrorism Centre (UNCCT), is responsible for developing, implementing, and evaluating assigned programmes and projects. This involves monitoring progress, identifying issues, and initiating corrective actions. The role requires building relationships with national counterparts and other UN entities, and assisting partners in developing training and capacity-building initiatives in counter-terrorism and related fields. The officer will also conduct research, analyze trends, coordinate policy development, prepare written outputs, organize meetings, and support field missions. Additionally, the role involves coordinating budget-related activities and preparing relevant reports, contributing to the overall mandate of UNOCT and UNCCT in promoting international counter-terrorism cooperation and the implementation of the Global Counter-Terrorism Strategy.

Builds and maintains relationships with national counterparts, government institutions, civil society, and UN agencies. Conducts consulting assignments, facilitating workshops and developing action plans. Assists partners in developing training and capacity-building programs in counter-terrorism, international law, and rule of law, with a focus on gender perspectives. Designs and utilizes data collection tools, analyzes responses, and prepares conclusions. Researches and presents information from diverse sources. Coordinates policy development and analyzes trends. Prepares written outputs such as background papers, reports, and presentations. Leads the organization of and provides substantive support for meetings and conferences. Initiates and coordinates outreach activities, including workshops and seminars. Supports the Director in field missions and provides guidance to consultants and government officials. Coordinates budget funding activities and prepares related reports.

Education: An advanced university degree (Master's or Doctorate) in business administration, management, economics, or a related field is required. A Bachelor's degree with two additional years of relevant work experience may be accepted as an alternative.

Work experience: A minimum of seven years of progressively responsible experience in project or programme management is required. Experience supporting a senior manager and working in a Front Office is also required. Experience in managing counter-terrorism and prevention of violent extremism programmes is necessary. Experience drafting analytical papers on sensitive management issues is desirable.

Skills: Professionalism, communication, and teamwork are essential. Specific competencies include knowledge of counter-terrorism theories, analytical and research skills, data collection, problem-solving, and managing priorities. Effective verbal and written communication, active listening, and tailoring communication to the audience are required. Collaboration, valuing colleagues' input, and supporting team decisions are also key.
