Qualifications

I. Position Summary

The Program / Task Lead provides senior delivery leadership for the A2FF ISR Readiness Data Engineering and Dashboard Modernization Support task order. The role manages the delivery schedule, Project Management Plan and Monthly Status Report inputs, risk and issue visibility, COR-facing coordination, stakeholder engagement rhythm, action tracking, escalation, and Government review routing. The position ensures cross-functional workstreams remain synchronized across data engineering, predictive analytics, dashboard modernization, stakeholder reporting, innovation, automation, and data-quality deliverables while preserving Government decision authority. This position is contingent based on award, with an anticipated salary range of $180,000-$200,000 based on candidate qualifications and final contract requirements.

II. Program Context
Program Description

The A2FF ISR Readiness Data Engineering and Dashboard Modernization Support task order supports HAF/A2 – A2FF Readiness Branch in developing, sustaining, and modernizing ISR readiness analytics and dashboard capabilities. The program supports updated data pipelines, predictive analytics and LLM documentation, dashboard releases, stakeholder coordination materials, technical documentation, and reporting products that improve readiness visibility and decision support.

Program Scope

The program scope includes data engineering, data science, dashboard modernization, stakeholder engagement, readiness reporting, innovation, automation, data governance, quality control, PMP and MSR support, deliverables management, meeting minutes, risk visibility, action tracking, and Government review routing across A2FF readiness data modernization workstreams.

III. Key Responsibilities
TASK ORDER DELIVERY LEADERSHIP
  • Serve as the primary task order lead responsible for maintaining delivery rhythm, schedule visibility, integrated work planning, and cross-functional coordination across the A2FF readiness data modernization effort.
  • Manage the task order delivery schedule and ensure workstream activities are aligned to monthly, bi-monthly, quarterly, and ad hoc deliverable requirements.
  • Coordinate across data engineering, data visualization, data science, AI/ML, data governance, quality, and ISR readiness personnel to keep outputs synchronized and ready for Government review.
  • Track deliverable progress, dependencies, risks, assumptions, and open actions to support on‑time execution and prevent unresolved issues from affecting mission delivery.
PMP, MSR, AND DELIVERY DOCUMENTATION
  • Develop, maintain, and update Project Management Plan inputs, integrated master schedule information, work breakdown structure inputs, process controls, and management artifacts required to support task order execution.
  • Compile and validate Monthly Status Report inputs, including work accomplished, deliverable status, schedule performance, issues, risks, dependencies, planned activities, and decision points requiring Government attention.
  • Ensure technical meeting minutes, action records, task‑specific reports, recommendations, briefings, and other management products are routed, reviewed, and delivered in required formats.
  • Maintain documentation discipline so task order records remain traceable, current, and accessible for Government review, COR surveillance, transition support, and quality‑control activities.
RISK, ISSUE, ESCALATION, AND PROBLEM NOTIFICATION SUPPORT
  • Identify, document, track, and elevate schedule delays, delivery risks, contractual assumptions, quality concerns, resource constraints, and dependencies that may affect task order performance.
  • Coordinate timely escalation of issues requiring Government awareness, COR engagement, leadership decision, or formal Problem Notification Report support.
  • Develop resolution approaches, mitigation options, and follow‑up actions that help protect schedule, quality, data confidence, stakeholder alignment, and mission continuity.
  • Maintain visibility into risks and action closure so unresolved issues are not lost across reporting cycles or workstream handoffs.
COR INTERFACE AND GOVERNMENT REVIEW ROUTING
  • Serve as the primary coordination interface for COR‑facing communications, task order status discussions, Government review routing, and management‑level engagement.
  • Coordinate stakeholder engagement activities with AF A2, A2FF, MAJCOMs, subordinate units, mission owners, technical stakeholders, and other Government‑designated participants.
  • Maintain action tracking, decision visibility, suspense dates, owners, escalation paths, and follow‑up status across recurring and ad hoc meetings.
  • Route deliverables, decision‑support products, recommendations, and technical inputs for appropriate Government review while preserving Government authority over priorities, approvals, policy, and final decisions.
ROLE‑SPECIFIC DELIVERABLE OWNERSHIP
  • Own role‑level coordination for PMP inputs, Monthly Status Report inputs, delivery schedules, action trackers, risk and issue logs, meeting outputs, escalation records, and Government review packages.
  • Support quality‑control procedures that verify requirement alignment, format compliance, delivery timeliness, action traceability, documentation completeness, and consistency with Government direction.
  • Support transition‑in, transition‑out, access, security, documentation, and compliance activities as required by the PWS and task order direction.
  • Maintain focus on program/task leadership, delivery management, stakeholder coordination, risk control, and Government review routing; this role does not replace functional technical ownership of data engineering, AI/ML modeling, dashboard development, data governance, or ISR readiness validation.
IV. Qualifications
Education

Bachelor's degree preferred in Program Management, Business Administration, Information Technology, Computer Science, Data Analytics, Systems Engineering, Cybersecurity, or a related field. Equivalent senior‑level DoD, IC, ISR, program management, SETA, data modernization, or task order leadership experience may substitute.

Professional Certifications

Preferred: PMP certification strongly preferred. PgMP, PMI-ACP, SAFe Agilist, Certified ScrumMaster, ITIL, Lean Six Sigma, Agile, DataOps, cybersecurity, or data management certification preferred where relevant to task order delivery, process improvement, or technical coordination. Security+ CE or equivalent DoD 8140/8570 foundational certification preferred when required for access, privileged environments, or program‑specific duties.

Minimum Qualifications
  • Active TS/SCI clearance.
  • 10+ years of progressive program, project, task order, SETA, technical delivery, or mission support experience, including experience supporting DoD, IC, Air Force, ISR, data modernization, analytics, or dashboard delivery environments.
  • Experience managing delivery schedules, integrated master schedules, PMP inputs, Monthly Status Reports, risk registers, issue logs, action trackers, meeting outputs, and Government review packages.
  • Experience serving as a COR‑facing or Government customer‑facing lead for task order execution, stakeholder coordination, status reporting, escalation, deliverable routing, and senior‑level communications.
  • Experience coordinating technical teams supporting data engineering, analytics, dashboarding, data governance, AI/ML, automation, quality control, or readiness reporting functions.
  • Ability to translate technical and mission activities into clear management products, status updates, decision records, issue summaries, briefing materials, and action‑oriented follow‑up.
  • Strong understanding of non‑personal services boundaries, Government decision authority, contractor role discipline, security requirements, classified work environments, and PWS‑based performance management.
  • Excellent written and verbal communication skills, including the ability to brief schedule, risk, status, dependencies, and recommendations to Government and contractor leadership.
Preferred Qualifications
  • Master's degree in Program Management, Business Administration, Information Technology, Data Analytics, Systems Engineering, Cybersecurity, National Security, or a related field.
  • Prior experience supporting HAF/A2, AF A2/6, AF IC, MAJCOM, Combatant Command, OSD, Joint Staff, ODNI, or other DoD/IC headquarters‑level mission environments.
  • Experience supporting ISR readiness, readiness reporting, MET/METL documentation, GFMB or senior leader reporting, dashboard modernization, Envision, DRRS, DEERS, ASERT, or similar readiness/data systems.
  • Experience managing delivery under ID/IQ, task order, A&AS, SETA, or federal professional services contracts with QASP, PMP, MSR, meeting minutes, transition, and deliverables‑management requirements.
  • Ability to work effectively in classified, stakeholder‑heavy, deadline‑driven environments where coordination discipline, documentation quality, and Government review routing are critical to mission execution.
