Job summary

Salary: $88,506 - $109,630

Reports to: Assistant Director - Grant Compliance

Telecommuting Eligibility: Eligible for telecommuting up to 40% (two days per week)

Position Summary

In accordance with the agreement between the Organization of School Administrators (O.S.A.S.) and the Board of Education of the School District of the City of Detroit, the following vacancy is announced: The Program Supervisor of Grant Compliance will serve as the primary lead for communication with grantors and departments regarding public and private grants. The Program Supervisor will manage grant budgeting, reporting, and compliance for assigned grants.

Minimum Qualifications
  • Graduation from a four (4) year college or university. Preferred candidates will have an advanced degree in Business Administration, Finance, Accounting, or related field preferred.
  • Two (2) years professional experience in accounting, finance, grant management or budget preferred, and exceptional skills with data and financial analysis. Prior experience in handling Title IV fiscal and reporting requirements is strongly preferred.

Essential Functions
  • Process incoming federal, state, and local grants and grant amendments awarded to the District.
  • Align grant budgets and amendments with the district's financial/HR management system.
  • Convene meetings with implementing schools and departments and project managers to articulate the timelines of activities related to funding, budget, audit, personnel, reporting requirements and other responsibilities and requirements of various grant programs.
  • Conduct planning sessions to help grant-awarded schools and departments of processes to implement the program under the terms and conditions by which the grant was awarded.
  • Monitor the implementation of grant programs to ensure compliance with grant provisions, guidelines, and school district policies via online and on-site monitoring.
  • Review and approve grant-funded purchases of goods and services.
  • Forge collegial relationships with project managers, peers and program officers at various funding agencies to maximize District's use of grant funds.
  • Maintain regular communication with implementing schools and departments to ensure compliance with grant terms.
  • Assist schools and departments with identifying funding, priorities, developing budgets, and spending plans in order to meet funding targets and remain incompliance with grant guidelines.
  • Prepare journal entries, budget transfers, create budgets, forecasting, and communicate internally and externally with stakeholders.
  • Assist with the preparation and submission of periodic and final expenditure reports as required by funding agencies.
  • Assist in the preparation of carry-over requests and the acquisition of approvals for the use of unexpended grant funds.
  • Maintain required records and participate in the audit process of grant-funded projects.
  • Serve as the district's liaison for federal, state, and local funding agencies to secure additional grant funding and facilitate the provision of information to fulfill grantees' compliance requirements.
  • Participate in local, state and national committees and conferences for professional development purposes and for the purpose of obtaining information to be used by the District relative to the development of or compliance requirements of grant programs.
  • Fulfill other duties and responsibilities as assigned.
