Responsibilities
  • Attend work on a regular and predictable schedule and perform other duties as assigned.
  • Support processes and projects related to fraud detection and prevention for Medicaid, CHIP, SNAP, and TANF at the precertification stage.
  • Interpret and disseminate complex program changes with internal and external stakeholders.
  • Examine individual SNAP, TANF, CHIP, Medicaid, and SNAP Unauthorized Use (UAU) cases to identify potential fraudulent or erroneous cases.
  • Act as a lead for the UAU team, monitor results, and submit reports.
  • Review and process cases from the fraud referral queue.
  • Correspond with interviewing case workers and research additional fraudulent leads.
  • Train, lead, assign, and prioritize the work of others.
  • Carry out rule changes based on federal and state regulations.
  • Perform complex research to support the AES process in reviewing job applicants for fraudulent activity.
  • Serve as liaison to hiring specialists, managers, and vendor staff (CAPPS Service Center).
  • Assist managers in identifying trends in job candidates and resolving technical problems.
  • Collaborate with the Integrity Support Services Director and management team on plans and activities to achieve access and eligibility goals.
  • Communicate with governmental entities and program stakeholders to resolve risks and issues.
  • Support and carry out multi‑faceted projects and negotiate techniques to resolve conflicts.
  • Provide leads and relevant information to case analysis staff, referring them to appropriate staff and ISS leadership.
  • Perform other duties required to meet HHSC mission and goals.
Qualifications
  • Graduation from an accredited four‑year college or university with major coursework in a relevant field (psychology or social work) is preferred.
  • Excellent written communication skills demonstrated by detail and completeness of information provided on the state application.
  • Experience making presentations to small and large groups.
  • Experience applying policies and procedures.
  • Experience supervising eligibility staff and/or investigators is preferred.
  • Experience in data review and analysis.
  • Experience leading and mentoring staff.
  • Current experience in SNAP, Medicaid policy, and procedures is required.
  • Experience in TANF program is preferred.
  • Training or experience demonstrating awareness of project management practices and the project life cycle is preferred.
  • Experience making decisions and performing multiple tasks in a timely manner.
  • Willingness to work beyond normal hours (8 AM–5 PM) as needed.
  • Experience using Microsoft Word, Excel, and Outlook.
  • Willingness to travel up to 15% of the time.
