Job summary

A government contractor is seeking a Program Security Representative to develop and support security architectures across various technology programs. The ideal candidate will have experience with DoD or IC program security and possess strong communication and analytical skills. A Bachelor’s degree with 5 years of experience or an Associate degree with 8 years of related experience is required, along with a Top Secret clearance. This full-time on-site position is located in Arlington, VA and includes a $1K sign-on bonus for qualified candidates.

Duties & Responsibilities
  • The Program Security Representative will develop and support security architectures for new technology programs across the entire spectrum of classification; including the ability to facilitate intelligence requests to obtain state-of-the-world, rest-of-the-world, or state-of-the-art technology/capability status.
  • Research and recommend/develop long and short-range program protection security strategies and tactics for new and established programs, as well as changes in program direction.
  • Use knowledge of the various security disciplines (e.g. physical, information, personnel, etc.) to determine, apply, and monitor appropriate security requirements and tasks relative to the specific technology programs to be protected. Prepare and present suggestions for improvement as appropriate.
  • The Program Security Representative will create DD 254's, DoD Contract Security Classification Specification, for classified efforts, in various life-cycle stages, ensuring security requirements are clear and concise.
  • Apply a subject matter expert working knowledge of Executive Order 13526, the National Industrial Security Program Operating Manual (NISPOM), DoD Information Security Manuals, and DoD SAP Security Manuals.
  • Indoctrinate newly assigned personnel and de-brief departing personnel.
  • The Program Security Representative will support the creation, processing, coordination, and approval of physical security (SAP Facility and Sensitive Compartmented Information Facility (SCIF) and Automated Information Systems (AIS)) accreditations, as well as entering such information, including individuals, programs, contracts, and performers, if required, into appropriate information security management systems, i.e.:
    • DARPA Archive System.
    • Defense Information System for Security (DISS).
    • DARPA Facility and Security Tracking System (DFASTS).
    • Security Control Suite (SCS).
    • SILVERADO / Joint Access Database Environment (JADE).
  • The Program Security Representative will communicate effectively with other Service/Agency program security staffs including, but not limited to, the Defense Security Service (DSS), Army, Navy, Marine Corps, Air Force, Department of Energy (DOE), Missile Defense Agency (MDA), Defense Threat Reduction Agency (DTRA), and agencies and offices within the IC.
  • Develop, write, review, coordinate, and execute security documentation.
  • Draft, review, and when necessary, prepare final documents for staffing and signature within 30 calendar days of tasking.
  • Plan, coordinate, provide, and manage security support for meetings.
  • The Program Security Representative will attend program reviews, i.e., preliminary design reviews (PDR), critical design reviews (CDR), and integrated product team (IPT) reviews, to ensure changes to system baselines don't negatively affect security and initiate actions to add mitigation where necessary.
  • Actively support Agency Staff Assistance Visits of cleared defense industry base contractors and government agencies as well as the DARPA Self-Inspection Programs.
  • Perform OPSEC analysis and provide other OPSEC support, to include identification of critical program information (CPI), collecting and analyzing threat data, and developing and coordinating program OPSEC plans.
  • Plan and assist with program close-out actions including participation in program close-out reviews at performer sites.
  • The Program Security Representative will participate in and play a key role in the Broad Area Announcement (BAA) process in support of new programs, provide security support to all classification and security architected programs, and ensure security support for all classified programs. Support the PM's vision to bring in new ideas while protecting National Security interests.
  • Communicate autonomously and effectively up, down, and across all DARPA offices, with all levels of Agency leadership, as well as with performer and transition partners security, technical, and management staff.
  • Other duties as assigned.
Knowledge, Skills and Abilities (KSAs)
  • The Program Security Representative shall possess and have successfully demonstrated technical security competence, excellent oral and written communication skills, problem solving skills, analytical skills, and the interpersonal / people skills necessary to determine and implement proper and effective security policy and procedures for the protection of information at the program level for unclassified, collateral, SAP, and SCI efforts.
  • Requires a fundamental knowledge of:
    • the basics of program protection, classification architectures, Operations Security (OPSEC), Communications Security (COMSEC), sensitive test planning, intelligence & counterintelligence threat support requirements, secure information transmission, secure hardware transportation, and the principles governing controls on fundamental research activities.
  • The Program Security Representative requires subject matter expertise in a broad range of topics including, but not limited to:
    • Principles governing the execution of fundamental research.
    • Risks associated with undue foreign influence at U.S. colleges and universities.
    • CUI policies and their associated DFARS clauses.
    • S&T protection planning.
    • Creation of classification architectures.
    • Operations Security (OPSEC).
    • Communications Security (COMSEC).
    • Sensitive test planning.
    • Intelligence oversight requirements.
    • Intelligence & counterintelligence threat support requirements.
    • Secure information transmission.
    • Secure hardware transportation.
  • Program Security Representatives must also possess the interpersonal communications skills required to foster confidence in their knowledge and, thus, confidence in the advice and recommendations they provide to Personnel Security Officers (PSO), Project Management (PM), SETAs, Technical Office leadership, and industry/government partners.
Minimum Experience and Education
  • Bachelor's degree + 5 years of related DoD or IC program security experience OR Associate degree + 8 years related experience.
  • Top Secret Clearance with SCI Eligibility.
