Job summary

Torch Technologies in Kettering, OH seeks a Senior Project Scheduler to lead Integrated Master Scheduling for DoW programs. You will translate capability drops and milestones into actionable schedules, coordinate across Agile teams and government stakeholders, and deliver critical path analyses and governance artifacts.

The role requires DoW experience, mastery of MS Project, and strong collaboration across cybersecurity, testing, governance, and enterprise architecture with a 8-5 schedule on

Qualifications

Responsibilities

  • Develop and manage Integrated Master Schedule (IMS) aligned with DoWI 5000.75 for BCAT I programs.
  • Translate capability planning into actionable schedule artifacts integrated with Agile timelines.
  • Ensure IMS supports capability delivery, system implementation and governance events.
  • Coordinate with leads, product owners, Scrum teams and government stakeholders on timelines.
  • Produce IMS outputs including GANTT charts, network diagrams and critical path analysis.
  • Integrate Agile constructs with BCAT reporting for traceability to milestones.

Torch Technologies has an exciting opportunity for a Project Scheduler, Senior located in Kettering, OH (Dayton, WPAFB) to support our EPASS GB contract.

As part of the AFLCMC/GB Business and Enterprise Systems Directorate, the Maintenance Repair and Overhaul Initiative (MRO) is a DOTMLPF-P transformation and standardization of both the business processes and enabling materiel solution which provides Air Force Sustainment Center (AFSC) with an integrated capability for planning, scheduling and executing organic depot maintenance to support agile planning, optimized workload assignment, resource allocation and integrated quality. The MRO materiel solution is a web-enabled system operating wholly within the .mil network. It implements a configured Oracle enterprise Business Suite (eBS) Commercial Off-The-Shelf (COTS) software product with 'complex MRO' being the core module for user interaction. This is supplemented with the integration of other necessary eBS suite modules plus Reports, Interfaces, Conversions and Extensions (RICE) objects which are deemed necessary to provide the required functionality. MRO implementation is divided into four software releases with capabilities to plan, schedule and execute organic depot maintenance processes within the commodities, electronics, missile and propulsion maintenance groups. MRO replaces dissimilar legacy systems and processes used across numerous geographic locations with a common enterprise business system that optimizes resource and workload assignments, facilitates what- if planning and frees‑up logistics capacities aimed at improving capabilities availability to the warfighter. MRO operates within a Defense Information System Agency (DISA) hosted environment and interfaces with various legacy systems to support continuous operations within the depot maintenance environment.

Duties
  • Develop and manage a comprehensive Integrated Master Schedule (IMS) aligned with DoWI 5000.75 for BCAT I business system programs.
  • Translate functional capability planning (capability drops, MVPs, and functional increments) into actionable schedule artifacts integrated with Agile delivery timelines.
  • Ensure IMS supports capability delivery planning, system implementation, and decision support processes including Functional Requirements Evaluation, Functional Sponsor approval, and Business Capability Lifecycle (BCL) events.
  • Coordinate with Functional Leads, Product Owners, Scrum Teams, and government stakeholders to reflect accurate sprint/increment timelines, dependencies, and delivery milestones.
  • Produce IMS technical outputs including: GANTT charts Network logic diagrams Critical path analysis and risk-adjusted timelines.
  • Integrate Agile constructs (sprints, backlogs, epics/features) with BCAT reporting structures to ensure traceability of business outcomes to schedule milestones.
  • Align scheduling efforts with documentation and events required by DoWI 5000.75, including: Capability Needs Statement (CNS) Business Case Analysis (BCA) Acquisition Strategy and Implementation Plans.
  • Support cross‑functional schedule integration across cybersecurity, testing, functional governance, and enterprise architecture.
  • Facilitate schedule reviews and deliver updates to Air Force PMOs, Functional Sponsor organizations, and oversight bodies (e.g., SAF/AQ, SAF/CN).
  • Analyze schedule performance trends and provide recommendations for corrective actions to keep programs aligned with defined cost, schedule, and capability goals.
  • Support the preparation of artifacts required for BCL governance reviews, including Functional Capability Boards (FCBs) and Milestone Decision Authority (MDA) briefings.
Required Qualifications
  • U.S. Citizenship Advanced Degree (MA/MS) in Business Administration, Management Information Systems or other relevant discipline and 10 years of experience, 5 of which must be in the DoW, or BA/BS Degree in Business Administration, Management Information Systems or other relevant discipline and 12 years of experience in the respective technical/professional discipline being performed, 5 of which must be in the DoW, or, 15 years of directly related experience with proper certifications, 8 of which must be in the DoW.
  • Possesses the advanced knowledge, experience and recognized ability to be considered highly skilled in their technical/professional field.
  • Possesses the ability to perform tasks independently and oversee the efforts of junior and journeyman contractor personnel within the technical/professional discipline.
  • Demonstrates advanced knowledge of their technical/professional discipline as well as possess a comprehensive understanding and ability to apply associated standards, procedures, and practices in their area of expertise (Program Office, Enterprise and Staff Level Support interface).
  • Demonstrated experience with BCAT I or other major business system programs.
  • Expertise in Microsoft Project, including master-subproject linking, critical path tracking, and baseline analysis.
  • Deep understanding of DoWI 5000.75, business capability acquisition lifecycle, and governance artifact.
  • Strong working knowledge of Agile and DevSecOps delivery models, especially as applied in DoW environments.
  • Proven ability to translate Agile roadmaps and backlog priorities into integrated schedules.
  • Must have and maintain an active Secret clearance.
Preferred Qualifications
  • Certified Scrum Master (CSM) or SAFe Agilist certifications desired.
  • Must be proficient with MS Office applications (Word, PowerPoint, Project, Excel, Outlook, etc.).
  • Knowledge and proficiency with MS Project is required for this position.
  • Must be familiar with using MS Teams and MS SharePoint for project collaboration.
  • Experience with managing Air Force Risk Management process in support of the acquisition process.
  • A working understanding of Agile Development.
  • Prior experience supporting Air Force PMOs, AFLCMC, or SAF-level business system programs.
  • Prior experience with DoW Acquisition programs under DoW 5000.02 or 5000.75 policy.
  • Familiarity with Atlassian Tools; Jira and Confluence.
