Job summary

Volunteers of America Los Angeles is seeking a Program Safety Coordinator II to lead safety initiatives across residential and non-residential facilities, including shelters and hotels. You will ensure compliance with life safety codes, train staff, and supervise emergency preparedness throughout the program year.

Work closely with Facilities and Accessibility Managers and Program Managers to maintain updated procedures, coordinate inspections, and conduct safety training.

Qualifications

  • Associates’ Degree in Environmental Health or Safety related field or experience as a firefighter.
  • OSHA General Industry – 10 hour license within 6 months of hire.
  • CERT certified within 6 months of hire.

Responsibilities

  • Plans program safety initiatives for the assigned programs and communicates safety materials.
  • Trains, monitors, and supports staff on safety practices and disaster preparedness.
  • Coordinates fire safety inspections and fire alarm testing; maintains fire extinguishers and equipment.
  • Educates program staff on OSHA requirements and safe body mechanics for heavy lifting.
  • Assists in community meetings and emergency preparedness activities.

Education

JOB SUMMARY AND PURPOSE

The Program Safety Coordinator II is responsible in helping initiate, facilitate, and to continuously improve, the safety practices and procedures for residential and non‑residential facilities including 24/7 operating shelters and Project Homekey Hotels. Works closely with the VOALA Facilities and Accessibility Manager, VOALA Maintenance Director and Program Managers in ensuring emergency procedures and life safety codes pertaining to emergencies, disasters, fire, OSHA, licensing, and program requirements are monitored, updated, and practiced throughout the program year. Will also ensure that staff is trained and programs adhere to safety and emergency preparedness regulations.

DUTIES AND RESPONSIBILITIES
  • Plans, coordinates and communicates the safety initiatives for the assigned programs, including:
    • Coordinates and communicates safety materials
    • Establishing safety training
    • Follow up and monitor safety reports, inspections, and procedures
  • Maintains safety materials, updates, and train employees on safety practices and disaster preparedness
  • Trains, monitors, and supports staff and facilities in emergency evacuation drills and communication within programs
  • Participates in site inspections, and on‑going monitoring of systems that involve emergency preparedness principles and the Environmental Health and Safety protocols
    • Records observations and safety practices at multiple locations
    • Handles inventory and works with other service managers on supply orders and checklist on emergency supplies
  • Handles and coordinates fire inspections, fire alarm testing and maintenance which also includes the monitoring of fire extinguishers.
  • Conducts any fire training as needed to include fire watch, fire safety, and Fire Equipment maintenance.
  • Conducts new site and site needs assessments pertaining to Fire, Life, Safety operations and equipment.
  • Assist program operations, including:
    • Community meetings
    • Networking with emergency personnel such as Fire Dept./Police Dept.
    • Hold community or advisory meetings on emergency preparedness.
  • Promotes safety knowledge at regular events, including:
    • Attend and participate in staff meetings/trainings
    • Attend/support monthly events or functions at centers
    • Attend maintenance/facility /Safe Environment meetings or trainings to increase technical knowledge and skills
    • Participate in emergency preparedness community events and meetings
  • Educates program staff on health, safety, ergonomic, and OSHA requirements and good body mechanics especially when heavy lifting or repetitive/strenuous activities are required
ESSENTIAL DUTIES
  • An essential function of this position requires incumbents to report to the office.

  • Handles inventory and works with other service managers on supply orders and checklist on emergency supplies.

  • Provides safety input in the following organizational and community venues:
  • Community meetings
  • Networking with emergency personnel such as Fire Dept. /Police Dept.
  • Hold community or advisory meetings on emergency preparedness.
  • Essential Function 8: Research and obtain community assessment data for projects and grants.

Qualifications
REQUIREMENTS
  • Must be able to pass a fingerprint clearance, background check, including criminal history, personal references, employment and education verifications
  • Proof at time of hire a Tuberculosis (TB) clearance and Health screening within 6 month prior to hire date. Annual influenza vaccination (between Aug1-Dec 1) Pertussis (whooping cough) and measles immunization, Health screening.
  • Must hold class 3 California Drivers License and proper insurance as required with an acceptable driving record substantiated by a copy of DMV records. Must have access to an automobile with adequate insurance coverage and a valid California driver’s license, or means to other accessible transportation.
  • Ability to perform under circumstances of possible emotional stress and conflicts dealing with difficult, uncooperative, and potentially aggressive clients as VOALA serves the neediest of the needy in our programs which may include clients with homelessness, mental‑illness, substance abuse, recently released from incarceration and other challenges.
EDUCATION
  • Associates’ Degree in Environmental Health or Safety related field or experience as a firefighter
  • OSHA General Industry – 10 hour license within 6 months of hire.
  • Any two additional OSHA certifications in related field (minimum 10 hours) within 6 months of hire
  • Community Emergency Response Team (CERT) certified within 6 months of hire.
EXPERIENCE
  • 3 years’ experience with emergency preparedness, fire related field, or safety principles.
PREFERRED QUALIFICATIONS
  • Additional OSHA or safety credentials
  • Crisis Response Coordinator Credential
  • Bachelors in Environmental Health or Safety related field
  • Non‑Violence Credential or training
  • At least one (1) year experience with shelters, adult rehabilitation programs, low income housing or HUD
  • Knowledge of emergency preparedness practices.
  • Knowledge of LAFD practices
  • Development of disaster preparedness plans
