Job summary

General Dynamics Electric Boat in Groton, CT seeks a Program Representative to coordinate maintenance and modernization work under NAVSEA and NUWC, developing strategies to win solicitations and ensure safe, on-time execution of the USS Hartford EOH.

You will engage with planning, operations, engineering, purchasing, test, contracts, finance, and ship’s force, SUPSHIP Groton, and PMS 392 to report progress, resolve issues, and manage budgets.

Qualifications

• Bachelor's Degree or higher.
• 3+ years of experience within EB, Supervisor of Shipbuilding, or Public Naval Shipyard departments such as Program office, Operations, Engineering, Planning, Contracts, Finance, Ship's Management or combination thereof.

Overview

The successful candidate will be responsible for coordinating, managing, and executing Maintenance & Modernization work via contracts to NAVSEA, NUWC, and other sponsors and partners.Duties include developing and implementing successful strategies to win competitive solicitations, successfully planning and executing CNO maintenance availabilities, coordinating work in Groton, at off-site locations, between EB sites and between subcontractors, and managing execution of work safely, on time and on budget with requisite quality in Groton or at remote locations.Duties also include resolution of emergent issues to support scheduled work, managing work paper, material and GFI/GFE, and support off site operations. Duties also include maintaining and supporting developed Program databases and associated workflow programs. Duties may also include management of modernization work performed in Naval Shipyards. The candidate will ensure work is performed efficiently and in accordance with specifications/drawings/work procedures and company policies.Candidate must be willing to travel to other Shipyards as needed (less than 10%) in the continental United States, Hawaii, or the Far East.The candidate for this position will be primarily supporting the USS HARTFORD (SSN 768) Engineered Overhaul (EOH). Successful candidates will be expected to engage with all levels of management to report progress, manage issues, and seek the support of functional organizations. Specifically, engagement will be throughout the waterfront organizations including, but not limited to, the following: Planning, Operations, Engineering, Purchasing, Test, Contracts, Finance, Ship’s Force, SUPSHIP Groton, and PMS 392.The Program Representative position will be a combination of program management and technical oversight. This position requires a highly motivated self-starter who can operate with minimal supervision and possesses strong interpersonal and communications skills. Candidate must:

Qualifications

Required:

• Bachelor's Degree or higher
• 3+ years of previous experience within EB, Supervisor of Shipbuilding, or Public Naval Shipyard departments such as Program office, Operations, Engineering, Planning, Contracts, Finance, Ship's Management or combination thereof

Preferred:

• BS degree or higher in Engineering
• Experience with EB Overhaul and Repair engineering, operations, or contracts
• Project management and cost performance metrics experience
• Knowledge of submarine maintenance, especially relating to safety, work execution procedures, program management, and availability certification
• Experience with availability certification and Submarine Availability Completion Manual requirements
