Departmental overview

Since 1981, the Puente Project has led in providing equitable instruction, academic counseling, and mentoring to support students marginalized by the educational system. Its mission is to increase the number of students who enroll in four-year colleges, earn degrees, and return to the community as mentors and leaders. The Puente Project is co-sponsored by UC and the California Community College Chancellor\'s Office. It is headquartered at UC Berkeley and housed within the Center for Educational Partnerships (CEP).

Position Summary

This position exists to research, analyze, and advise on educational policies and strategies that impact California Community College students and their integration with the University of California (UC) and California State University (CSU) systems. The Program & Project Analyst (PPA) advances department goals, especially in support of increasing Puente students\' transfer rates. The role manages and implements multiple projects, including events and programs such as the Transfer Motivational Conferences, Math & Science Summer Academy, and Yield Events. The PPA ensures project goals are met and resources are managed effectively. The position also involves significant administration and relationship-building with internal and external partners, such as the California Community College Chancellor\'s Office (CCCCO) and UC partners, to facilitate program success and inform leadership\'s decision-making.

Responsibilities

Research & Policy Analysis

• Researches, analyzes, and advises on integrating campus and UC policies, focusing on long- and short-term planning, stewardship of funding, and expected goals and outcomes.
• Primarily deals with K-14 education policies, programs, and proposals. Works with the Director to advance unit goals, focusing on Puente student outcomes (transfer rates and course completion) and other initiatives. Plans and implements projects based on funding source requirements, program needs, and campus or system-wide policies and procedures.
• Performs subject matter research, analyzes data, provides summary analyses, and recommends actions for the Director to aid in decision-making.
• Conducts statewide and national demographic research on underserved students\' academic preparation and graduation.
• Identifies potential risks and proposes plans and controls during year-round administration of SAPEP programs.
• Records high-level contacts with discretion and diplomacy to persuade officials to adopt proposed solutions or program/process recommendations.
• Leads and/or participates in policy and planning committees and working groups.
• Researches and summarizes best practices in the field.
• Prepares written reports of actions taken and decisions made for dissemination.

Project Management

• Manages multiple projects, including logistics, budgets, contracts, evaluations, and registration processes for events such as Transfer Motivational Conferences, Puente Days, MaS Summer Academy, and related activities with CCCCO and SAPEP programs.
• Collaborates with Puente Community College Trainers and supports coordination of professional development webinars.
• Proposes, leads, and participates in policy and planning committees such as Community in Power and Golden Bear Welcome.
• Provides strategy development for organizational or research initiatives to integrate campus and UC policies and advance Puente student outcomes.
• Provides technical guidance and quality assessment to ensure equitable site support statewide.
• Updates content and resources on Google Drive, training and event microsites, curriculum, and related materials with the Community College team.
• Coordinates annual Community College Scholarship Committee processes, including applications, communication, and fund distribution.

Administration

• Establishes and maintains strong working relationships with CCCCO, UCOP, other higher education institutions, student groups, external organizations, and campus units.
• Maintains a list of internal and external partners with discretion and diplomacy.
• Collects and prepares data for meetings with senior management, stakeholders, and external constituents.
• Creates and distributes event materials and follow-up communications.
• Prepares for, attends, and participates in team meetings.

Special Projects

• Coordinates and/or attends special events/projects independently as needed.
• Attends classes, seminars, and conferences to enhance expertise and professional development.

Required Qualifications

• Excellent project management, research, and analytical skills with substantial experience managing assessment/evaluation projects, including needs and usability assessments, data collection, and analysis of statistical/program data.
• Strong knowledge of and at least 5 years of experience working with educational equity programs serving diverse populations.
• Knowledge of up-to-date K-14 and higher education policies and the ability to assess their impact on program strategies.
• Strong editing skills with Adobe Creative Suite InDesign, Photoshop, Illustrator, and Canva.
• Extensive experience in event planning and coordinating virtual, hybrid, and in-person events.
• Highly organized with strong problem-solving abilities and independence.
• Strong collaborative and communication skills, with ability to work with all levels of staff, faculty, alumni/donors, students, and external constituents.
• Strong analytical, critical thinking, and problem-solving skills; political acumen and sensitivity to diverse perspectives.
• Strong service orientation and willingness to travel within California.
• Bachelor\'s degree in a related area or equivalent experience/training.

Preferred Qualifications

• Knowledge of academic environments, campus facilities, and resources to complete projects with minimal supervision.
• Knowledge of the Puente program model and structure.
