The New York State Department of State seeks a Program Outreach Specialist 1 in the Office of Faith & Non-Profit Development Services to promote agency programs, engage communities, and boost participation in grant funding opportunities.

You will plan and attend public meetings, develop promotional materials, collaborate with other agencies, and analyze outreach results to improve impact, while serving as a liaison to faith and non-profit organizations.

Qualifications

  • Six years of professional experience in promoting programs and services to the public or target organizations.
  • A bachelor’s degree may be substituted for up to four years of the above experience.
  • An associate degree may be substituted for up to two years of the above experience.
  • Experience in corporate, not-for-profit, private organizations and governmental agency public relations; advertising; marketing, or promotion of public programs and services.
  • Duties include creating, scheduling, organizing, and promoting outreach activities, including conferences, workshops, training sessions and other public events.
  • An outreach activity promotes and educates or informs the public about existing or new programs and services to populations who might not otherwise have access to those programs and services.

Responsibilities

  • Identify target audiences for Office of Faith & Non-Profit Development Services programming and define the universe of potential stakeholders.
  • Build and maintain stakeholder databases and leverage to analyze program outreach and promotion activities.
  • Plan, organize and participate in public meetings, events, conferences and training sessions with stakeholder populations.
  • Attend and serve as agency representatives at events led by faith and non-profit community organizations.
  • Develop and distribute promotional materials, including Q&A documents, newsletters, guidance documents, and grant application informational documents.
  • Work closely with PIO staff in development of marketing and promotional materials, and related activities and initiatives.
  • Act as a liaison with the faith & non-profit community, answer questions and serve as a programmatic resource.
  • Participate in listening tours and promotional campaigns to promote office activities and resources.
  • Evaluate outreach and promotion activities and initiatives.
  • Collect and analyze data to gauge program success and target improvement areas.
  • Other duties as assigned.

Minimum Qualifications
Ny Helps

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.

The Minimum Qualifications For Non-Competitive Appointment Are

Six years of professional experience in a position where the primary (50% or more of the time) responsibility was the extensive promotion and representation of programs and services for public and/or private organizations for the purpose of increasing participation in, or utilization of, these programs and services.

  • A bachelor’s degree may be substituted for up to four years of the above experience.
  • An associate degree may be substituted for up to two years of the above experience.

Qualifying professional experience includes, but is not limited to professional experience in corporate, not for profit, private organizations and governmental agency public relations; advertising; marketing, or promotion of public programs and services. Duties must have included creating, scheduling, organizing, and promoting outreach activities*, including conferences, workshops, training sessions and other public events, to promote agency programs to target populations.

An outreach activity is any activity which promotes and educates or informs the public about existing or new programs and services to populations who might not otherwise have access to those programs and services of an agency or organization.

Examples of Non-Qualifying Experience: Experience primarily in or restricted to administrative assistance, art/graphic design or copywriting, recruitment and placement services, provision of program information and other direct contact with clients or potential clients of program services and direct customer sales.

  • Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. 55 B/C Appointment

This position is eligible for 55B/C designation and candidates with 55B/C eligibility are encouraged to apply. Candidates must meet any open competitive minimum qualifications and must submit their current 55B/C eligibility letter along with their application.

CIVIL SERVICE LIST APPOINTMENT:

Candidates must be reachable on the appropriate Civil Service eligible list.

Transfer Qualifications

One year of permanent, contingent permanent, or 55-B/C service in a title SG-16 or higher and otherwise eligible for transfer under Civil Service Law.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
