Job summary

RTX is seeking a seasoned Operations Leader for on-site work in El Segundo to manage DoD and Direct Commercial Sales programs. You will drive early program phases, coordinate with cross-functional teams, and ensure on-time delivery while building rigorous cost and schedule baselines.

Qualifications

• Minimum 3 years experience working directly with customers or suppliers.

• Experience with Proposal and Basis of Estimate development in a DoD environment.
• Direct experience in operations, project engineering, or project management on production, development, and depot programs; leadership in a team-based manufacturing environment.

Responsibilities

• Own operations execution on DoD and DCS programs with cost-plus and firm-fixed contracts and ensure on-time delivery.
• Participate in pursuit and capture, including BOE submittals for contract awards.
• Drive transition to production for the El Segundo factory for next franchise programs.
• Lead FEOTB activities: contract requirements, BOM, MRP, MEP, Make/Buy/Where strategy and execution.
• Lead cross-functional teams to resolve issues and drive productivity using Six Sigma, lean practices and similar tools.
• Identify and manage operational risks and opportunities; develop mitigation and capture plans.
• Coordinate with program management, cross-functional leadership, suppliers, customers, and government reps.

What You Will Do

• Own operations execution on established and emerging DOD and Direct Commercial Sales (DCS) programs with cost-plus and firm-fixed contract types and ensure On-Time Delivery of all customer commitments.
• Participate in business pursuit and capture, including developing TINA (Truth in Negotiations Act) Compliant Basis of Estimates (BOE) submittals leading to contract awards.
• Drive Transition to Production activities to prepare the El Segundo factory for the next franchise set of programs.
• Lead Front End of the Business (FEOTB) activities including Contract requirements review, BOM development, MRP Requirements planning, Manufacturing execution plan development, and Make/Buy/Where strategy and execution.
• Lead multi-functional teams in problem resolution and driving productivity improvement and efficiencies through HPU, Lead Time, Cycle Time, and other improvement initiatives using CORE Six Sigma, lean practices, and similar analytical improvement methods and tools.
• Identify and manage operational risks and opportunities throughout each phase of the business cycle by developing and implementing Risk Mitigation and Opportunity Capture Plans.
• Provide leadership, management, and coordination of manufacturing resources to support program requirements and actively collaborate while maintaining positive relationships with program management, cross‑functional leadership, suppliers, customers, and government representatives.
• Execute Operations Control Account Manager functions including Develop and manage budget, cost accounts, and baselines, Perform Estimate At Complete (EACs), Earned Value Management Tasks, and Variance Analyses and recovery plans.
• Partner with Program Managers in strategic contract shaping & execution.

Qualifications

• Minimum 3 years experience working directly with customers or suppliers.
• Typically requires a Bachelor’s and a minimum of five (5) years prior relevant experience, or an Advance Degree in a related field and a minimum of three (3) years’ experience.
• The ability to obtain and maintain a U.S. government issued security clearance is required.
• U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.
• Experience with Proposal and Basis of Estimate development in a DoD environment.
• Directly related experience in operations, project engineering, or project management on Production, Development, and Depot programs with prior leadership skills in a team‑based manufacturing environment.
• Experience with business and project management tools and procedures.

• The salary range for this role is 95,500 USD - 181,700 USD. The salary range provided is a good faith estimate representative of all experience levels.
