Job summary

RTX is seeking an experienced operations leader for a Tucson, Arizona-based role requiring U.S. citizenship or a transferable Secret clearance.

The position oversees program operations, EAC, and budget, with responsibilities spanning strategic planning, schedule discipline, and cross-functional coordination across factories and proposals. The role emphasizes adherence to OPSEC, effective communication across programs, and ensuring execution of gate reviews while aligning costs and performance

Qualifications

  • University Degree with minimum 8 years of relevant operations experience or Advanced Degree with minimum 6 years.
  • Earned Value Management System Certified experience supporting proposals/estimating/BOEs.

  • Lead, collaborate and influence to drive quality and performance for program deliverables and ensure proper flow-down of requirements.
  • Participate in strategic program/operations planning for current production performance and future development.
  • Support OPSEC plan execution and influence future security strategies.
  • Communicate across programs to identify, assess, collaborate, and resolve conflicts with program requirements.
  • Define clear operational schedules, priorities, and goals for each Strategic Make Center.
  • Act as Operations point of contact for proposal development and ensure costs or challenges are understood by Operations leadership and factories.
  • Coordinate and develop operations requirements for all gate reviews and implement strategies from early gate reviews.
  • Own the Program’s Operations EAC and budget and prepare information for Monthly Management Reviews.

Job Overview

Location: Tucson, Arizona (US-AZ-TUCSON-802, 1151 E Hermans Rd, BLDG 802). This onsite role is for U.S. citizens or U.S. persons with an active, transferable Secret security clearance. Salary range: $107,500 – $204,500.

Responsibilities
  • Lead, collaborate and influence to drive quality and performance for program deliverables, while being accountable for factory integration, consolidated program performance, and unique program requirements flow down.
  • Participate in strategic Program/Operations planning for current production performance and future development efforts.
  • Support Operational Security (OPSEC) plan(s) execution and influence future security strategies.
  • Communicate across programs to identify, assess, collaborate, and resolve any conflicts with program requirements.
  • Define clear operational schedules, priorities, and goals for each Strategic Make Center.
  • Act as Operations point of contact for proposal development and approval, ensuring proposed costs or challenges are understood by Operations leadership and factories.
  • Coordinate and develop operations requirements for all gate reviews and execute proposed strategies from early gate reviews for effective implementation in future production.
  • Own the Program’s Operations EAC and budget.
  • Prepare and present information for Monthly Management Reviews, summarizing program status and any ongoing production issues.
Qualifications You Must Have
  • University Degree with a minimum of 8 years of prior relevant operations experience, or an Advanced Degree with a minimum of 6 years of prior relevant experience.
  • Earned Value Management System Certified experience supporting proposals/estimating/basis of estimates (BOEs).
Preferred Qualifications
  • Capital Planning, Cost Reduction Strategy, and Constraints Management experience managing cost and schedule for complex, high‑value programs.
  • Experience with Lean Application.
  • Experience with Manufacturing Transition to Production Tool Sets (DD250) Make/Buy/Where process and Gate Reviews.
