Job summary

RTX in El Segundo, CA is seeking a Program Operations Manager to partner with cross-functional teams to develop and execute manufacturing strategies that deliver cost, schedule, and technical performance for the STaRS portfolio.

The role requires a DoD Secret clearance, U.S. citizenship, and onsite presence at the El Segundo site. You will manage BOM, drive manufacturing plans, and coordinate gate reviews with manufacturing sites and program leadership.

Qualifications

• Minimum 5 years of experience in Operations, Manufacturing, Engineering and/or Program / Project Management.
• Experience with manufacturing / shop floor execution.
• Experience with Risk & Opportunity management, Estimate at Complete (EAC), CAM and/or Earned Value (EV).
• Typically requires a University Degree or equivalent experience and minimum 8 years prior relevant experience, or an Advanced Degree in a related field and minimum 5 years experience.
• The ability to obtain and maintain a U.S. government issued security clearance is required.

Responsibilities

• Partner with program and business leadership to shape, develop and execute strategies and objectives of the product line to achieve cost, quality and schedule goals.
• Drive front end of business activities including capital strategy & execution and manufacturing strategy (make/buy/where).
• Work with program and factory teams to establish BOM and executable build plan.
• Establish an executable manufacturing plan and manage operations specific risks and opportunities.
• Coordinate and develop operations requirements for all gate reviews and implement strategies from early reviews.
• Lead cross functional teams to drive cost, schedule, and technical performance.
• Own program On Time Delivery and develop recovery strategies as required.
• Interface daily with factory and program management to communicate status and risks.
• Collaborate across RTX to track Turnaround Time and repair inductions.
• Prepare and present information for Monthly Management Reviews.

The Raytheon Operations & Supply Chain (OSC) organization within the Radio Frequency Solutions (RFS) Sub-Strategic Business Unit (SSBU) is looking for a Program Operations Manager (POM) in support of the Surveillance and Tactical Radar Solutions (STaRS) portfolio. This position will partner with a cross-functional program team and the applicable manufacturing sites (factories) to develop and execute a manufacturing strategy that supports business objectives and drives cost, schedule, and technical performance

This position is an onsite role in El Segundo, CA

What You Will Do

• Partner with program and business leadership to shape, develop and execute the strategies and objectives of the product line to achieve the cost, quality and schedule goals
• Drive front end of the business activities including capital strategy & execution and manufacturing strategy (make/buy/where)
• Work with program and factory teams to establish accurate Bill of Material (BOM) and executable build plan
• Establish an executable manufacturing plan and manage operations specific risks and opportunities
• Coordinate & develop operations requirements for all gate reviews & execute proposed strategies from early gate reviews for effective implementation in future production
• Lead and collaborate with cross functional teams to drive cost, schedule, technical performance
• Own program On Time Delivery and development of recovery strategies as required
• Interface daily with factory and program management to communicate operations status, issues/help needed, risks and opportunities
• Collaborate cross-functionally across multiple internal functional within RTX to track TAT (Turnaround Time) and repair inductions
• Prepare & present information for Monthly Management Reviews, summarizing program status & any on-going production issues
• Maintain collaborative and responsive relationships within the product line and with functional support organizations
• Manage operations proposal activities including Basis of Estimate (BOE) generation and ensure costs & challenges are understood by operations/factory leadership
• Obtain Program Management Certification (PML5) within 12 months of hire
• Obtain Earned Value Certification or equivalent within 6 months of hire

Qualifications You Must Have

• Proposal experience with knowledge of cost estimating and TINA proposal process
• CORE/Six Sigma and continuous improvement experience
