Job summary

CareerSource Central Florida seeks a mid-level Program Manager to oversee performance and integrity of workforce development programs. You will identify, develop, implement, and monitor strategies and SOPs to ensure program success and regulatory compliance, while coordinating with leadership and staff across departments.

The role requires extensive expertise in workforce development, and entails guiding staff training, policy updates, and collaboration with the Senior Program Integrity Manager

Qualifications

  • Associates Degree in business administration, human resources or related with four (4) years’ experience in workforce development; or an equivalent combination of education, certification, training, and/or experience.
  • High School Diploma or GED combined with at least six (6) years related experience.
  • Bachelor’s Degree or equivalent coursework from an accredited institution in a related field combined with at least two (2) years related experience.

Responsibilities

  • Assist with planning and developing workforce training programs, ensuring compliance with applicable local, state, and federal policies while focusing on business-first and holistic customer service model.
  • Review staff work to ensure adherence to established guidance, policies, and procedures, and to assess the effectiveness of training and compliance with program standards.
  • Conduct quality reviews of program activities, providing insights to improve program integrity and address any compliance gaps.
  • Maintain comprehensive knowledge of local, state, and federal regulations governing workforce programs to ensure program integrity and regulatory compliance.
  • Facilitate training sessions and provide technical assistance to staff on program policies, aiding in the implementation of procedures to enhance program efficiency and compliance.
  • Develop and continuously update standard operating procedures (SOPs) and policies that align with regulatory requirements, ensuring clarity and consistency in program delivery.
  • Collaborate with the Senior Program Integrity Manager to evaluate existing policies and procedures, recommending adjustments or new policies to improve program effectiveness and compliance.
  • Create frameworks for policy communication and education, ensuring that staff fully understand and consistently apply procedures in line with compliance standards.

Job description

General Purpose

Performs mid-level leadership work by managing the performance and integrity of a specific program. This role is responsible for identifying, developing, implementing, and monitoring strategies and standard operating procedures to ensure program success. The Program Manager coordinates with other management staff to maintain high operating standards and to oversee programmatic functions related to compliance, performance, and staff training. This position requires extensive expertise in specialized functions within workforce development, enabling the development of efficient, innovative methods to advance CareerSource Central Florida’s strategic business objectives.

Minimum Qualifications
  • Associates Degree from an accredited institution in business administration, human resources or a related subject; supplemented by four (4) years’ experience in workforce development; or an equivalent combination of education, certification, training, and/or experience. Minimum qualifications for combination:
  • High School Diploma or GED combined with at least six (6) years related experience
  • Bachelor’s Degree or equivalent coursework from an accredited institution in a related field combined with at least two (2) years related experience.

Position is required to attain state-required Tier 1 certification within the completion timeframe. After the first year, incumbents must maintain current Tier 1 certification by completing the minimum number of continuing education units (CEUs) annually.

Must be able to provide verification of the legal right to operate a vehicle in the State of Florida (Driver’s License, documentation of personal auto insurance, etc.). Must fulfill all requirements of the CareerSource Central Florida Vehicle Safety Program and have reliable transportation.

Preferred Qualifications

Advanced degree in related area from an accredited institution; experience in workforce and/or economic development.

Physical Requirements

Tasks involves light physical effort (i.e., some standing and walking, or frequent light lifting of less than 10 pounds); and minimal dexterity in the use of fingers and limbs in the operating of office equipment. Tasks may involve extended periods of time sitting at a workstation and utilizing a keyboard.

Environmental Requirements

This position has a hybrid work schedule that combines remote work and in-office work based on business needs. Tasks are regularly performed inside without potential for exposure to adverse conditions, such as dirt, dust, pollen, odors, fumes and/or poor ventilation, wetness, humidity, rain, temperature and noise extremes, machinery and/or moving vehicles, vibrations, electric currents, animals/wildlife, toxic/poisonous agents, gases or chemicals, oils and other cutting fluids, violence and/or disease, or pathogenic substances.

Sensory Requirements

Some tasks require manual dexterity. Some tasks require visual and hearing acuity. Tasks may involve identifying and distinguishing colors. Tasks require oral communications ability.
