A3 Consulting is seeking a Program Manager to provide delivery leadership for a federal mission-support engagement focused on integrated master schedule sustainment, executive reporting, governance visibility, risk/dependency management, and decision-support analysis. In this role you will:
- Serve as the primary delivery lead and client‑facing management point of contact.
- Provide overall leadership for staffing, transition activities, work allocation, performance management, risk escalation, and delivery accountability.
- Ensure continuity of schedule, dashboard, reporting, governance, risk, action, and decision‑support artifacts throughout the engagement.
- Coordinate across client stakeholders, incumbent support personnel, partner organizations, and other contractors as directed.
- Establish and maintain the engagement’s operating rhythm, including leadership touchpoints, status cadences, escalation paths, and performance reviews.
- Monitor deliverable quality, schedule adherence, risk management, corrective actions, comment resolution, and performance against applicable quality standards.
- Ensure all deliverables are accurate, traceable, complete, professionally formatted, and aligned to approved client direction.
- Support executive‑level communications, decision briefings, governance updates, management reviews, and senior‑leader reporting.
- Anticipate client support needs, identify risks or deviations from plan before they affect delivery, and recommend practical mitigation actions.
- Maintain clear non‑personal services boundaries by providing analysis and recommendations while preserving client decision authority.
- Build and sustain a team culture focused on accountability, adaptability, collaboration, continuous learning, and measurable outcomes.
- Lead resource planning, backfill coordination, onboarding, and continuity planning to minimize disruption from turnover or changing client priorities.
- Ensure the team uses consistent methods for source validation, quality review, artifact control, repository management, and client comment disposition.
- Provide senior‑level oversight of deliverable quality gates, transition products, action tracking, decision tracking, risk registers, and management reporting.
Required Qualifications:
- Bachelor’s Degree in Computer Science, Information Technology, Engineering, Business Administration, Finance, Data/Analytics, or a related field.
- 10+ years of federal program or project management experience.
- Project Management Professional (PMP), SAFe Agilist, Scrum, Lean Six Sigma, or equivalent program/agile experience or certification.
- Experience managing PMO, schedule, dashboard, governance, or executive reporting support efforts.
- Experience leading cross‑functional teams in federal, defense, intelligence, civilian, or other regulated mission environments.
- Demonstrated experience overseeing CDRLs, quality management, performance standards, transition activities, stakeholder coordination, and comment resolution.
- Strong executive communication, facilitation, risk management, delivery oversight, and client relationship management skills.
- Demonstrated ability to translate complex or ambiguous business and mission needs into actionable requirements, roadmaps, backlogs, technical plans, decision products, and measurable outcomes.
- Ability to motivate teams through ambiguity while maintaining delivery performance, quality discipline, and client trust.
- Familiarity with integrated master schedules, dashboard reporting, governance packages, risk registers, action trackers, decision logs, and executive‑ready reporting products.
- Experience with Microsoft Office, Teams, SharePoint, Jira, Confluence, Microsoft Project, Power BI, or similar collaboration and reporting tools.

Location
Salary Range
- The salary range of this position is $165,000 - $190,000 commensurate with experience and achievement.
