Job summary

ExecuPOWER seeks an experienced Underground Network Monitoring Program Manager to oversee a major electric utility program focused on monitoring, assessment, and management of underground networks. You will lead multiple workstreams, drive integrated scheduling, data analysis, and risk management while delivering executive-level updates.

The role requires hands-on experience with underground infrastructure, strong scheduling and presentation skills in Excel and PowerPoint, and a proven ability

Qualifications

  • 5+ years of experience in project management, program management, engineering, construction management, or project controls.
  • Direct experience with underground utility networks or underground utility infrastructure is required.
  • Technical background in Engineering, Construction Management, or related fields.
  • Strong proficiency with Microsoft Excel and PowerPoint.
  • Experience leading complex utility/infrastructure programs.
  • Excellent written and verbal communication skills.

Responsibilities

  • Provide program management support for a complex underground utility network monitoring and assessment program.
  • Coordinate activities across multiple workstreams and project teams.
  • Meet regularly with individual workstreams to obtain status updates, identify issues, and track progress.
  • Ensure workstream activities remain aligned with program objectives, schedules, and deliverables.
  • Identify project challenges and proactively work with stakeholders to drive resolution.
  • Support the Program Manager and leadership team with program execution and coordination.
  • Lead weekly reviews of the integrated Primavera P6 schedule and facilitate schedule reviews with engineering, construction, and external project partners.
  • Walk through schedule questions, dependencies, delays, and required actions with key stakeholders and contractors.
  • Track schedule performance and identify potential impacts to program milestones.
  • Analyze schedule information and communicate critical issues to program leadership.
  • Support updates to work plans, schedules, and program milestones.
  • Analyze program data to identify trends, risks, schedule impacts, and areas requiring management attention.
  • Develop and maintain charts, dashboards, and other program performance tools.
  • Prepare weekly program presentations and executive-level reporting.
  • Develop workstream-specific slides and reporting packages.
  • Translate complex technical and program data into clear, actionable information for leadership.
  • Utilize Microsoft Excel and PowerPoint to analyze data and develop professional presentations.
  • Lead weekly Risk Register meetings and maintain accurate program risk documentation.
  • Identify, evaluate, and track program risks, issues, and mitigation strategies.
  • Facilitate Action Item meetings and maintain accountability for open items.
  • Track action items through resolution and elevate overdue or high-impact items as appropriate.
  • Ensure risks and action items are clearly documented and communicated to stakeholders.
  • Proactively identify emerging issues before they impact schedule, cost, or program objectives.

About the Role

ExecuPOWER is seeking an experienced Underground Network Monitoring Program Manager to support a major electric utility program focused on the monitoring, assessment, and management of underground utility networks. This role will provide program management and project controls support across multiple workstreams, with a strong focus on integrated scheduling, data analysis, risk management, action-item tracking, stakeholder coordination, and executive reporting. The ideal candidate has hands‑on experience with underground utility infrastructure, either through underground engineering, construction management, project management, or related technical experience. This individual must be comfortable leading meetings, managing multiple workstreams, analyzing project data, and driving teams toward resolution and measurable results.

What You’ll Do
Program & Project Management Support
  • Provide program management support for a complex underground utility network monitoring and assessment program.
  • Coordinate activities across multiple workstreams and project teams.

  • Coordinate assessment activities across multiple geographic areas, including Pennsylvania, Ohio, and New Jersey.
  • Support efforts to close assessment activities and ensure required documentation is complete.
  • Work collaboratively with engineering, construction management, utility, and contractor teams.
Meetings & Stakeholder Coordination
  • Lead recurring program meetings and workstream reviews.
  • Develop meeting agendas and presentations.
  • Schedule and facilitate meetings with internal and external stakeholders.
  • Capture meeting notes, decisions, risks, and action items.
  • Follow up with stakeholders to ensure commitments are completed.
  • Communicate effectively with engineering, construction, project management, utility, and contractor teams.
  • Drive meetings toward clear decisions, accountability, and results.
What You’ll Bring to the Table
Required Qualifications
  • 5+ years of experience in project management, program management, engineering, construction management, or project controls.
  • Direct experience with underground utility networks or underground utility infrastructure is required.
  • Technical background in one or more of the following:

  • Experience working on complex utility, infrastructure, engineering, or construction programs.

  • Proven ability to lead meetings and drive teams toward decisions and results.

Preferred Qualifications
  • Experience with underground electric distribution or network systems.
  • Experience with underground utility engineering or construction management.
  • Experience working with electric utilities, EPC firms, or engineering consulting organizations.
  • Experience with Primavera P6 and integrated project schedules.
  • Experience managing program-level risk registers and action‑item logs.
  • Experience supporting utility assessments, inspections, or infrastructure modernization programs.
  • PMP certification is preferred but not required.
  • Bachelor's degree in Engineering, Construction Management, Business, or a related technical discipline.
