Job summary

Old Harbor Solutions, a subsidiary of Three Saints Bay, LLC, seeks a Program Manager with a Secret Clearance to join our Scott Air Force Base team. The role oversees dispersed staff and reports to government leadership, ensuring program success.

Requirements include U.S. citizenship, active Secret Clearance, a Master’s degree or 6 years of relevant experience, and DoD exposure preferred. Expect cross-location coordination and strong HR leadership.

Qualifications

• Citizenship: U.S. Citizen.
• Active Secret Clearance required.
• Master’s degree; or 6 years of work experience in lieu.
• Proficient in Microsoft Office applications.
• Experience managing federal contracts with dispersed staff across locations (>75 employees, >20 locations).
• Experience developing and maintaining customer relationships in federal contracting.
• Experience addressing HR challenges (hiring, interviewing, managing dispersed staff).
• DoD experience preferred.

Responsibilities

• Analyze and assess business practices and team effectiveness; identify shortfalls and propose improvements.
• Coordinate with geographically dispersed support leads.
• Keep government leadership informed about functional support activities.
