Job Description:
The Program Manager is responsible for the overall leadership, coordination, quality assurance, partner management, and program integration of the emergency response, ensuring the high-quality, timely, and integrated delivery of multisector humanitarian interventions across East Darfur, Khartoum, and Blue Nile. The position oversees the effective design, implementation, monitoring, adaptation, and operational excellence of all sectors, including WASH, Health, Nutrition, Protection, and Education in Emergencies (EiE).
The Integrated Project Manager works closely with Sector Specialists, Zonal Operations Managers, Base Managers, government counterparts, local partners, clusters, stakeholders, and donors to ensure interventions are high-quality, integrated, evidence-based, conflict-sensitive, and compliant with humanitarian standards and donor requirements.
The role provides leadership in program planning, implementation, quality assurance, budget management, reporting, adaptive management, and accountability, ensuring effective project delivery and measurable results across target states.
Key Job Responsibilities:
- Grant Management, Compliance and Reporting (RISE)
- Lead the overall implementation of the RISE program across East Darfur, Khartoum, and Blue Nile
- Provide overall strategic and technical leadership for the design, implementation, monitoring, and adaptation of all project sectors, including Protection, WASH, Health, Nutrition and Education in Emergencies,
- Lead the development and periodic review of the project's integrated technical strategy, ensuring coherence, complementarity, and synergy across sectors.
- Promote strong collaboration and information sharing within the project and across other related grants to maximize program integration, efficiency, and impact

- Ensure all sector interventions are aligned with humanitarian principles, Sphere Standards, Core Humanitarian Standards (CHS), INEE Minimum Standards, cluster guidance, government policies, and donor requirements.
- Maintain strong working relationships with World Vision Support Office and ensure they receive regular programme updates, success stories, implementation highlights, and early notification of any issues that may affect project delivery
- Lead technical design and review of implementation approaches, tools, guidelines, standard operating procedures (SOPs), and sector-specific technical packages.
- Lead the preparation and submission of high-quality donor reports, briefing notes, presentations and information requests, ensuring accuracy, consistency and compliance with donor requirements.
- Develop and oversee Detailed Implementation Plans (DIPs), procurement plans, work plans, ITTs, cash forecasts and MEAL plans
- Monitor implementation progress and address bottlenecks through adaptive management.
- Coherent and synergized sector interventions achieved through a well-defined and regularly updated integrated technical strategy, maximizing collective impact across WASH, Health, Nutrition, Protection and Education.
Protection, Safeguarding and Capacity Strengthening
- Coordinate organizational capacity strengthening in Protection and Safeguarding
- Provide technical guidance on safeguarding standards and survivor-centred programming.
- Develop and facilitate safeguarding and protection training for programme staff and partners.
- Ensure safeguarding actions comply with World Vision policies and international standards.
- Coordinate capacity assessments and capacity-strengthening plans for staff and local partners.
- Facilitate cross-sector learning, mentorship, coaching, and supportive supervision.
- Organize technical review meetings and learning events to promote continuous improvement.
Programme Quality, Monitoring, Evaluation and Learning (MEAL)
Ensure project implementation complies with donor requirements, World Vision policies, and humanitarian standards.Develop and maintain a quality assurance framework to ensure technical excellence, consistency, accountability, and compliance across project locations.Lead the development and implementation of MEAL plans in collaboration with the MEAL team.Oversee assessments, baseline studies, monitoring visits, evaluations, and learning activities.Monitor project indicators and ensure data quality, accuracy, and timely reporting.Ensure monitoring, evaluation, and learning findings inform program
