Job summary

Cumming Group is seeking a Program Manager to oversee a portfolio of capital improvement projects for a K-12 district in Richmond, CA. The role requires strong leadership of multi-project programs, with oversight of scope, cost, schedule and risk, and collaboration with district leadership to meet strategic goals.

The ideal candidate will bring extensive program management experience in public-sector or institutional construction, plus DSA familiarity and relevant certifications.

Qualifications

  • BS in Construction Management, Engineering, QS, Architecture, or related field.
  • 5+ years in project management, engineering, or construction management.
  • Must have DSA experience and understanding of DSA process.
  • Experience managing complex K-12 projects.
  • Preferred CCM, PMP, PE, AIA, LEED certifications.

Responsibilities

  • Design processes to monitor scope, cost, schedule, and risk for projects.
  • Coordinate teams and manage budgets, schedules, and risks.
  • Provide leadership across the program lifecycle and ensure client goals.
  • Maintain monthly budgets and deliver regular client reports.
  • Oversee QA/QC programs and ensure on-time, on-budget delivery.
  • Promote repeat business and maintain strong client relationships.
  • Review cost estimates and support change management.

Education

BS in Construction Management/Engineering/QS/Architecture or related field
5+ years in project management or construction management
DSA process familiarity
K-12 or public-sector project experience
CCM, PMP, PE, AIA or LEED certification preferred

We are seeking a Program Manager to join our team and support a highly reputable K-12 school district in Richmond, CA. This is an exciting opportunity to provide strategic oversight and leadership for a portfolio of impactful capital improvement projects. The ideal candidate will bring strong program management experience overseeing multiple complex K-12, public-sector, or institutional construction projects, with the ability to coordinate project teams, manage priorities, budgets, schedules, and risks, and ensure alignment with the district’s overall goals. This individual will serve as a trusted partner to the district, providing leadership and guidance throughout the program lifecycle while ensuring successful delivery.

Essential Duties & Responsibilities
  • Design processes for the project team to effectively monitor projects utilizing scope, cost, schedule, and risk to ensure the project meets the client’s goals on time and on budget.
  • Establish parameters for project team to assess scope, schedule, and budget changes to maintain compliance with the program goals and objectives.
  • Provide overall coordination and implement controls to ensure projects are completed on-time and on-budget per the program contract.
  • Partner with the project team to provide proactive solutions to any potential obstacles that. need special attention during the project and oversee these solutions through to completion.
  • Regularly assess the status of work, establish, and oversee quality assurance and control programs for projects.
  • Lead a project team, either a large project or multiple projects or a whole program.
  • Define technical scope of project.
  • Promote opportunities for repeat business and create highly favorable references through the effective coordination, administration, and communication of project tasks.
  • Review cost estimates.
  • Manage project level conflict resolution.
  • Maintain monthly project budgets for current and forecasted expenditures.
  • Facilitate and maintain communications with the client in addition to providing monthly/weekly/daily reports.
  • Achieve the client’s objectives by successfully managing the client’s project, goals, and objectives.
  • Other duties as assigned.
  • Attendance at work during normal business hours.
Knowledge & Skills Required
  • Experience designing processes to effectively monitor project details.
  • Ability to lead a project team of various sizes.
  • Demonstrated experience defining the technical scope of a project.
  • Experience reviewing cost estimates and maintaining monthly project budgets for both current and forecast.
  • Manage and monitor team members' activity in alignment with organizational goals.
  • Delegate providing clear instructions and ongoing feedback.
  • Monitor metrics and course correct as necessary while holding self and others accountable.
  • Provide feedback to senior leaders and clearly communicate organizational direction to team members.
  • Build relationships with key internal resources (peers, direct reports, & senior leaders).
  • Create development opportunities and plan for direct reports and teams; provide ongoing feedback.
  • Exercise creativity and resourcefulness in independently managing the project effectively in a compressed timeframe.
  • Ability to distinguish between cause and effect of problems.
  • Actively listen and communicate effectively, clearly, unambiguously, and completely in both written and oral formats.
  • Proven program management experience, including oversight of project scope, budget, schedule, risk, and overall program delivery.
Preferred Education and Experience
  • Education: BS in Construction Management, Engineering, QS, Architecture, or related field
  • Experience: 5+ years in project management, engineering, or construction management
  • Preferred Certification: CCM, PMP, PE, AIA, LEED
  • Must have DSA experience, including a strong understanding of the Division of the State Architect (DSA) process and requirements.
  • Experience managing complex K-12 projects required.

The salary range for this full-time role is $165,900.00-$232,233.37 per year. Ranges are determined based on the position, geography, client and industry experience and level, and represent a good faith effort to provide a fair and equitable salary. This range reflects base salary only, and not the total compensation package. Cumming Group reserves the right to pay more or less than the posted range, depending on a candidate’s experience, skills, and qualifications, including client requirements.
