# Program Manager - Justice Care and Opportunities DepartmentHot JobLos Angeles, CA 90022## OverviewSalary Range$70,304.00 - $72,800.00 Salary## Description**JOB SUMMARY**The JI Program Manager, reporting to the Program Director, is responsible for the daily operations and oversight of the Justice Care and Opportunities Department (JCOD) Care Management Program. The Program Manager supervises Community Health Workers and program staff who provide care management, service navigation, and reentry support services to justice-involved individuals throughout Los Angeles County.This role is responsible for ensuring the effective delivery of participant-centered services, including connections to behavioral health, physical health, housing, employment, education, social services, substance use treatment, and other community-based resources. The Program Manager provides supervision, coaching, and performance management to staff; monitors program outcomes and compliance; supports community partnerships; and promotes best practices that contribute to improved behavioral health outcomes, increased employment, and reduced recidivism among program participants.**ESSENTIAL DUTIES AND RESPONSIBILITIES****Staff Supervision & Development*** Supervise, coach, and support Community Health Workers and program staff to ensure high-quality, participant-centered service delivery.* Provide onboarding, training, and ongoing professional development related to program requirements, participant engagement, documentation, service coordination, and reentry support.* Conduct regular supervision meetings, team meetings, and case conferences to review participant progress, address barriers, and support complex cases.* Complete performance evaluations and address performance concerns through coaching and corrective action plans as needed.* Review and approve staff schedules, timecards, and leave requests.* Promote staff wellness, safety, retention, and professional growth in a community-based work environment.**Collaboration & Stakeholder Engagement*** Serve as a liaison between Care Managers, internal departments, managed care plans, healthcare providers, behavioral health partners, housing providers, and community-based organizations.* Develop and maintain partnerships with community-based organizations, behavioral health providers, housing agencies, workforce development programs, educational institutions, probation and justice system partners, and other service providers.* Serve as a liaison between program staff, community partners, funders, and internal departments.* Participate in multidisciplinary meetings and community collaboratives to strengthen participant support and service coordination.* Support outreach and engagement efforts that connect participants to available resources and services.**Program Oversight & Quality Assurance*** Ensure CHWs are meeting JCOD requirements related to outreach, engagement, assessments, care planning, service coordination, and follow-up.* Oversee day-to-day program operations to ensure services are delivered effectively and in accordance with contract requirements, program goals, and organizational policies.* Monitor participant engagement, service utilization, staff productivity, and program outcomes.* Review participant documentation, assessments, service plans, referrals, case notes, and service logs for accuracy, timeliness, and compliance in the JCOD Care Management System and in eCW* Ensure staff adherence to confidentiality standards, HIPAA requirements, and organizational policies and procedures.* Track program performance measures related to behavioral health engagement, employment outcomes, service connection, and recidivism reduction.* Identify service gaps, operational challenges, and opportunities for quality improvement and implement corrective actions as needed.* Assist with reporting, audits, site visits, and monitoring activities conducted by funding agencies or internal quality teams.* Prepare program reports and provide updates to leadership regarding program performance and participant outcomes.* Perform other duties as assigned.## Qualifications**Experience*** Minimum of two (2) years of progressively responsible experience in care management, reentry services, community health, behavioral health, social services, workforce development, or related human services programs.* At least two (2) years of supervisory or program oversight experience preferred.* Experience working with justice-involved individuals, individuals experiencing homelessness, behavioral health conditions, substance use disorders, or other complex social needs preferred.* Knowledge of case management principles, trauma-informed care, motivational interviewing, and community-based service delivery.* Experience monitoring program performance, outcomes, compliance requirements, and quality improvement initiatives.* Strong knowledge of community resources and service systems within Los Angeles County.* Working knowledge state and federal regulations relating to mental health services and substance abuse treatment; including HIPAA, 42 CFR Part 2, and Medi-Cal insurance.* Must possess knowledge and skills related to social service case management, supervising program service delivery, and outcome measurements.**Education*** Master's degree in Social Work, Marriage & Family Therapy, Public Health, or a related field;
