Job summary

Culmen International is seeking an experienced Program Manager to lead the JIATF-CC support program at Fort Bliss in El Paso, TX. You will provide overall leadership, staffing, and compliance across intelligence, targeting, ISR, JOC, and HUMINT support to enable mission success.

The role requires 10+ years in program management, a Master’s degree or 15+ years in PM and intelligence, and an active Top Secret clearance.

Qualifications

10+ years of program management experience.
Master’s degree or 15+ years of experience in both program management and intelligence.
PMP Certification.
Experience leading project development from inception to deployment; strong funds/resources management.
Ability to manage multi-task contracts of varying types and complexity.
Active Top Secret clearance.

Responsibilities

Serve as the primary contractor point of contact to the Government, including the CO, COR, and senior JIATF-CC leadership.
Provide overall program leadership, management, and oversight for all contract operations, personnel, subcontractors, and deliverables.
Manage execution of intelligence, targeting, ISR, JOC, linguistic, HUMINT/CI, and operational coordination support across multiple locations.
Ensure continuous mission coverage, operational readiness, and successful delivery of all contract requirements.
Direct staffing, recruitment, retention, training, and performance management of contractor personnel.
Oversee program cost, schedule, quality, risk management, and contract compliance.
Lead interagency coordination and information sharing among DoW, DHS, DoJ, IC, and other mission partners.
Prepare and deliver program status reports, executive briefings, and performance reviews to Government stakeholders.
Implement quality control processes to ensure intelligence products and operational support meet established standards for accuracy, timeliness, and effectiveness.
