Qualifications

  • Minimum of ten (10) years of experience in program management, project management, construction management, or related leadership roles.

Responsibilities

  • Provide program leadership and manage multiple projects and teams across locations.
  • Plan, coordinate, and manage all aspects of assigned programs and contracts to deliver on schedule and budget.
  • Manage annual program portfolios ranging from $20 million to $60 million in revenue.
  • Develop client relationships and negotiate scope, schedules, and budgets with clients and subcontractors.
  • Monitor schedules, budgets, risks, and performance metrics; implement mitigation as needed.
  • Ensure QA/QC plans and compliance with client requirements and standards.

Program Manager II

Join a high-impact team supporting complex federal construction, facility rehabilitation, and infrastructure programs. The Program Manager serves as the primary counterpart to client program and technical leadership, providing strategic oversight, program execution, and leadership across multiple projects, teams, and locations.

This role is responsible for the successful planning, coordination, management, and delivery of large-scale construction and technical programs while ensuring compliance with contractual requirements, budget constraints, quality standards, and client expectations.

Key Responsibilities
Program Leadership & Management
  • Serve as the primary counterpart to client program and technical management personnel
  • Direct and oversee multiple projects and technical teams across geographically dispersed locations
  • Plan, organize, coordinate, and manage all aspects of assigned programs and contracts
  • Ensure programs are delivered on schedule, within budget, and in accordance with contractual obligations
  • Manage annual program portfolios ranging from approximately $20 million to $60 million in revenue
Client & Stakeholder Management
  • Serve as the Company representative to clients, government agencies, and subcontractors
  • Develop and maintain strong client relationships throughout program execution
  • Meet regularly with client leadership to discuss program status, performance, risks, and objectives
  • Negotiate changes in scope, schedules, budgets, and contract requirements with clients and key subcontractors
  • Identify and pursue opportunities for additional work and program growth
Project & Construction Oversight
  • Provide strategic direction and oversight for construction, engineering, facility rehabilitation, and technical projects
  • Coordinate engineering, procurement, construction, and operational activities
  • Ensure integration of technical requirements with project execution strategies
  • Monitor project schedules, budgets, deliverables, and performance metrics
  • Track project risks and implement mitigation strategies as needed
Quality Assurance & Compliance
  • Establish and oversee Project Execution Plans, Quality Assurance/Quality Control (QA/QC) Plans, and related program documentation
  • Ensure compliance with client requirements, contractual obligations, industry standards, and organizational procedures
  • Apply quality assurance principles to all phases of program execution
  • Monitor program performance and implement corrective actions when necessary
Team Leadership & Coordination
  • Direct, supervise, and coordinate technical, administrative, and management personnel
  • Facilitate collaboration among project teams, subcontractors, and stakeholders
  • Assign resources and priorities to meet program objectives
  • Ensure staff performance supports operational, technical, and contractual requirements
Strategic Planning & Reporting
  • Develop and review strategic plans, subcontracting strategies, program deliverables, and execution plans
  • Prepare and present program status reports, performance updates, and executive briefings
  • Follow up on commitments, decisions, and action items to ensure successful program execution
  • Support long-range planning and operational forecasting efforts
Qualifications
Required
  • Bachelor's degree in Business, Engineering, Construction Management, Science, or related technical field
  • Minimum of ten (10) years of experience in program management, project management, construction management, or related leadership roles
  • Experience managing multiple projects simultaneously across diverse locations
  • Experience directing business, technical, administrative, and operational functions of large-scale programs
  • Strong understanding of construction, engineering, procurement, and project execution practices
  • Excellent leadership, organizational, and strategic planning skills
  • Exceptional written and verbal communication abilities
  • Ability to work independently with limited supervision
Preferred
  • Master’s degree in Business, Engineering, Construction Management, or related discipline
  • Project Management Professional (PMP), Program Management Professional (PgMP), or equivalent construction-related certification
  • Experience managing federal construction, facilities, or infrastructure programs
  • Experience leading large multi-million-dollar contract portfolios
  • Familiarity with quality management systems and project controls

Work Location

Hybrid or Onsite, based on project and client requirements. Travel may be required.
