Job summary

ISN is seeking an experienced Program Manager to oversee the federal credential issuance and maintenance program supporting HSPD-12 requirements. The role serves as the primary liaison with Government stakeholders and provides leadership, oversight, and strategic direction for contract operations.

Responsibilities include leading credential lifecycle activities, coordinating with ICAM HQ in Washington DC, and ensuring compliance with NIST, FIPS 201, and agency policies.

Qualifications

  • Knowledge of HSPD-12, FIPS 201, PIV credentials and ICAM principles.
  • Ability to manage multiple priorities while meeting deadlines and performance objectives.
  • Experience leading cross-functional teams in a high-volume, multi-location environment.
  • Must be able to obtain and maintain a Public Trust clearance or higher as required by the contract.
  • Must be a U.S. Citizen.

Job description

Program Manager – Credential Management

ISN is looking for an experienced Program Manager to oversee the federal credential issuance and maintenance program supporting Homeland Security Presidential Directive-12 (HSPD-12) requirements. The Program Manager serves as the primary point of contact with Government stakeholders and provides leadership, oversight, and strategic direction for all contract operations.

Key Responsibilities
  • Provide overall program leadership and management for credential issuance, maintenance, and identity verification operations support within the ICAM HQ Washington DC office and coordinate activities with on‑site COR.
  • Serve as the primary interface between the Government and contractor personnel.
  • Manage daily operations to ensure compliance with contract requirements, performance standards, and quality expectations.
  • Manage contract registrar movement in the field and replacement of government‑issued equipment.
  • Attend ICAM task order meetings and document minutes.
  • Ensure that contractor personnel attend the appropriate ICAM meetings and document meeting minutes for each meeting they attend.
  • Oversee credential lifecycle activities, including enrollment, identity proofing, issuance, activation, maintenance, renewal, replacement, suspension, and revocation of credentials.
  • Supervise project staff, site leads, and credentialing personnel located across multiple operational locations.
  • Prepare daily card actions report for each credentialing specialist and submit to ICAM COR the next business day.
  • Ensure credentialing site personnel are trained and complete the USAccess hands‑on Registrar and Activator training.
  • Develop and maintain project documents, including work performed documents, travel budget monitoring, expenditure reporting, weekly and monthly status reports, and other assigned documents.
  • Monitor program performance and implement corrective actions to address operational issues and performance deficiencies.
  • Ensure compliance with HSPD-12, FIPS 201, NIST guidance, agency policies, and applicable federal regulations.
  • Prepare and submit monthly progress reports that reflect work progress and expenditure status for each task.
  • Manage risk, issue resolution, and continuity of operations planning.
  • Lead program reviews, status meetings, and executive briefings with Government stakeholders.
  • Monitor key performance indicators (KPIs) and recommend process improvements to increase operational efficiency and customer satisfaction.
  • Ensure proper handling and protection of Personally Identifiable Information (PII) and sensitive information.
  • Work Force Management program showing all stations and status of each credentialing specialist in real‑time.
Required Experience
  • Minimum of ten (10) years of program or project management experience supporting federal government contracts.
  • Minimum of five (5) years of experience managing credentialing, identity management, personnel security, access control, or related federal security programs.
  • Experience managing geographically dispersed teams supporting multiple operational locations.
  • Experience overseeing large‑scale credential issuance and maintenance operations.
  • Experience serving as the primary liaison with Government program officials and stakeholders.
  • Experience managing contract performance, staffing, budgets, schedules, risks, and deliverables.
  • Experience developing and implementing quality assurance and quality control programs.
  • Demonstrated experience leading cross‑functional teams in a high‑volume operational environment.
Required Qualifications
  • Demonstrated knowledge of HSPD-12, FIPS 201, Personal Identity Verification (PIV) credentials, and federal ICAM principles.
  • Strong leadership, organizational, and problem‑solving skills.
  • Ability to manage multiple priorities while meeting contractual deadlines and performance objectives.
  • Strong oral and written communication skills, including the ability to present information to senior Government officials.
  • Proficiency with Microsoft Office Suite and project management tools.
  • Ability to analyze operational data and implement continuous process improvements.
  • Experience managing customer‑facing operations and service delivery environments.
  • Must be able to obtain and maintain a Public Trust clearance or higher‑level federal security clearance as required by the contract.
  • Must successfully pass all required background investigations and suitability determinations.
  • Ability to travel occasionally to support program operations, meetings, and site visits.
  • Ability to work effectively with Government personnel, stakeholders, and contractor staff in a professional environment.
  • Must maintain compliance with all federal security, privacy, and information protection requirements.
  • Ability to handle sensitive and confidential information with discretion.
  • Must be U.S. Citizen.
Preferred Qualifications
  • Project Management Professional (PMP) certification.
  • Experience supporting enterprise‑level credential management systems or card management systems.
  • Knowledge of NIST Special Publications related to identity management and credentialing.
  • Experience supporting federal ICAM modernization initiatives.
Education
  • Bachelor's degree from an accredited college or university.
  • Equivalent combinations of education, professional certifications, and directly related experience may be considered.
  • Four (4) additional years of relevant experience may be substituted for a bachelor's degree.
