Job description

Posting Period: 7/27/2026 to 8/7/2026

Provides management of environmental consulting contracts, and the review of environmental issues related to project-specific planning and facility environmental regulatory compliance. Tracks new and amended environmental regulations to help determine applicability to the MWRA and recommends practical implementation strategies for impacted MWRA operations.

Location: Chelsea, MA

Salary: $116,439.41 - $163,072.97 Annually $2,239.22 to $3,136.02 Weekly

Work Schedule: Monday - Friday 8:00 AM - 4:00 PM

Key Responsibilities
  • Oversees the work of environmental consultants under contract to the MWRA for quality of deliverables, budget and schedule compliance and conformance to contract terms.
  • Recommends MWRA policy and standard operating procedures by analyzing impacts of proposed or existing environmental regulations on MWRA operations and construction projects.
  • Reviews environmental work plans, remediation plans, and construction specifications for MWRA construction projects and Engineering design projects.
  • Drafts professional services contracts and amendments to contracts.
  • Interacts with external public interest groups and local government bodies in both informational and planning capacities. Attends and participates in public meetings.
  • Interacts with regulatory agencies and prepares environmental reports and notifications required by the regulatory agencies.
  • Assists with demonstrating compliance with Federal and Massachusetts air pollution control regulations including EPA Title V permit requirements, subparts JJJJ and ZZZZ of the Clean Air Act, the regional greenhouse gas initiative (RGGI), and source registration and greenhouse gas emissions reporting at MWRA facilities.
  • Supervises site assessment, remediation and hazardous waste management work of significant difficulty and importance, at MWRA MCP sites to ensure compliance with regulatory requirements and schedules.
  • Manages environmental regulatory compliance such as compliance with state and federal air pollution regulations, underground storage tank regulations, hazardous waste regulations, oil pollution prevention regulations, emergency planning and community right-to-know act regulations including Tier 2 reporting, and regulations pertaining to hazardous building materials at all MWRA facilities.
  • Performs related duties as required.
Required Qualifications
  • A Bachelor's Degree in an environmental or physical science, or civil or environmental engineering is required; A Master's Degree is preferred; and
  • At least seven (7) years of experience in environmental issues as gained from environmental assessment and compliance assurance activities, including negotiations with regulatory agencies; and
  • Demonstrated experience with Federal and Massachusetts environmental regulations which may include the Massachusetts Contingency Plan, hazardous waste regulations, underground storage tank regulations, oil pollution prevention regulations, air pollution regulations, emergency planning and community right-to-know act regulations, and regulations pertaining to hazardous building materials; or
  • Any equivalent combination of education or experience.
  • A valid Massachusetts Class D Motor Vehicle license.
  • The ability to obtain the OSHA 40-hour HAZWOPER certification within six months.
  • The ability to obtain a Massachusetts Underground Storage Tank Class A/B Operator Certification within six months.
  • Confined space training is preferred.
  • Massachusetts Licensed Site Professional certification is preferred.
Knowledge and Abilities
  • Excellent written and verbal communication skills as well as good interpersonal and organizational skills.
  • Excellent computer skills in Excel, MS Word and Power Point. Working knowledge of GIS software.
  • Demonstrated ability to read and understand technical reports and environmental regulations.
  • Demonstrated ability to complete work assignments with minimum supervision.
  • Ability to interact effectively with MWRA facility staff, consultants, and regulatory agencies.
  • Experience in field oversight of subsurface investigations or construction is preferred.

Tools and Equipment Used

Office machines as normally associated with the use of telephone, personal computer including word processing, databases and other software, copy machine and fax machine. Field equipment used may include flashlight, tape measure, air, water and soil sampling equipment and sampling containers, and various hand held measuring devices such as LEL meters and photoionization meters.

While performing the duties of this job the employee works in an office environment as well as working in the field, at facilities, construction sites, or pipelines and easements. The employee may occasionally work in high or underground precarious places and may be occasionally exposed to fumes or airborne particles, toxic or caustic chemicals and risk of electrical shock.

Supervision Received and Exercised

Works under the general supervision of the Environmental Manager.

Assists with the oversight of contracts and provides periodic supervision of one or more consultant contractors as needed.
