Job summary

Bart & Associates, Inc. seeks a Program Manager to support the Defense Counterintelligence and Security Agency (DCSA) FOCI Expansion Mission. The role requires overseeing the Due Diligence, Risk Management, and Counterintelligence mission areas and coordinating staffing and transition activities to ensure continuous mission support.

Anticipated Award February 2027; Start March 29, 2027; Base Year + 4 Options. Requires Masters, PMP, and TS/SCI clearance.

Qualifications

• Master's degree or higher from an accredited institution in a related field.
• Active PMP certification.
• At least ten (10) years of experience managing federal government programs of similar size, scope, and complexity.

Responsibilities

• Serve as the primary contractor point of contact supporting the DDD, RMD, and CI mission areas.
• Oversee program management, coordination, contract deliverables, and continuity of FOCI entity-vetting and threat-information support.
• Coordinate staffing and transition activities to maintain uninterrupted mission support.

Job Summary

B&A is seeking a Program Manager to support the Defense Counterintelligence and Security Agency (DCSA) Foreign Ownership, Control, or Influence (FOCI) Expansion Mission.

• Anticipated Award: February 2027
• Anticipated Start: March 29, 2027
• Period of Performance: 1 Base Year + 4 Option Years
• Salary Range: $140,000 - $210,000 annually

Actual compensation will be based on experience, qualifications, certifications, security clearance, and contract funding. This position is contingent upon contract award.

Location

• Stafford / Quantico, Virginia

Education And Experience

• Master's degree or higher from an accredited institution in Business, Economics, Finance, Law, or a related technical field.
• Active Project Management Professional (PMP) certification.
• At least ten (10) years of experience managing federal government programs of similar size, scope, and complexity.

Security Clearance

• Active TS/SCI Clearance, adjudicated within the past five (5) years

Physical & Work Environment Requirements

• Employees must be able to perform the essential functions of this position, with or without accommodation.

• Frequently operate standard office equipment, including computers and telephones.
• Ability to communicate effectively in person, by telephone, video conference, and email.
