Overview

Celestar Corporation is seeking a Program Manager to support INSCOM under the Army Persistent Overhead Geospatial Intelligence (GEOINT) Exploitation Enterprise Support Services (APOGEE). The primary place of performance is Fort Gordon, Georgia. If you meet ALL the required qualifications and hold an active clearance level, we encourage you to apply for this opportunity.

Period of Performance: 1 Base + 4 Option Years
Location: Fort Gordon, Georgia

CLEARANCE REQUIREMENT: Active TS/SCI (within the last 5 years)

Responsibilities
  • The Program Manager will have complete oversight and administrative control over the entire contract workforce and serve as the senior-level liaison between the Contractor and Government, working directly with the Contracting Officer, COR/ ACOR, and TTMs to ensure all requirements are met within the contract terms.
  • Active participation in specified meetings, briefings, conferences, seminars, progress reviews, and other functions/events as deemed appropriate by the COR/ ACOR.
  • Provide management, technical, cost or schedule information and other advice to the Contracting Officer/COR/ ACOR/TTM as needed.
  • Ensure all approved tasks/projects are planned, coordinated, and communicated with Government personnel as appropriate.
  • Ensure all approved tasks/projects are delivered according to Government priorities, schedule, and budget.
  • Provide continuous status updates for all approved tasks/projects, including deviations and remediation strategies.
  • Ensure all task/project information is reported and tracked, and that the Government has access to all data in the database.
  • Furnish and create reports as required.
  • Provide an annual report highlighting the status of the overall Task Order.
  • Demonstrate expert knowledge of the intelligence cycle and the analytical process that produces information for intelligence databases and products.
  • Maintain knowledge of intelligence oversight and security guidelines.
  • Display excellent communication skills to interface with senior military officials, managers, and subordinates.
  • Exhibit excellent analytical skills and a strong understanding of DoD Intelligence processes, activities, standards, and analytic tools related to GEOINT operations.
  • Knowledge of planning and executing technical studies and reports for computer systems and networks.
  • Knowledge of Irregular Warfare concepts and operations.
Required Qualifications/Skills
  • Certification as a Program Management Professional (or equivalent).
  • MA or MS degree in Business, Remote Sensing, Cartography, Geography, or related field AND 10 years of management experience, including 10 years of supervisory experience on US Army or DoD programs providing expert intelligence analysis services OR BA/BS degree in Business, Remote Sensing, Cartography, Geography, or related field AND 15 years of management experience, including 10 years of supervisory experience on US Army or DoD programs providing expert intelligence analysis services.
  • Active TS/SCI (within the last 5 years).
