AECOM is seeking a Program Manager, Advanced Metering Infrastructure (AMI) & Smart Water to lead large, complex utility programs across the United States. You will set direction, governance, and performance frameworks for successful delivery from pursuit through operations optimization.

The role requires extensive leadership of multidisciplinary teams across engineering, IT, operations, and vendor management, with significant travel.

Qualifications

  • Bachelor's degree in engineering, IT, CS, business, construction management, project management, or related discipline.
  • 8+ years of experience delivering large, complex utility technology projects such as AMI/Smart Water programs.
  • Experience leading multidisciplinary teams across utility operations, engineering, IT, and customer service functions.
  • Experience with AMI deployments, meter modernization, utility digital transformation, or enterprise systems integration.
  • Ability to engage effectively with utility executives, regulators, and other key stakeholders.
  • Travel up to 50% as needed.

Responsibilities

  • Provide senior leadership across the full lifecycle of major AMI and Smart Water programs, from pursuits to closeout.
  • Establish governance, assurance, and performance frameworks aligned with objectives, regulatory requirements, cybersecurity, and best practices.
  • Direct and integrate senior leaders across utility operations, engineering, IT, systems integration, customer service, change management, and construction management.
  • Oversee AMI system deployment, networks, MDMS integration, CIS/billing interfaces, customer portals, and analytics platforms.
  • Ensure program-wide alignment with customer experience, revenue protection, water loss reduction, sustainability, resilience, and efficiency.
  • Provide senior commercial oversight including procurement strategy, vendor management, contract administration, risk management, and financial governance.
  • Act as the principal contact for utility clients, technology providers, regulators, delivery partners, and executives.
  • Champion innovation, digital transformation, data-driven decision making, and continuous improvement across utility organizations.
  • Support pursuits including capture planning, proposal strategy, client interviews, and transition from award to delivery.
  • Support organizational change management for adoption of new technologies, processes, and digital capabilities.

Job Description

Program Manager, Advanced Metering Infrastructure (AMI) & Smart Water

The Program Manager, AMI & Smart Water provides senior leadership and oversight for the successful delivery of large, complex Advanced Metering Infrastructure (AMI), Smart Water, and digital utility transformation programs across the United States.

The role has been established to strengthen leadership readiness for critical AMI and Smart Water pursuits and to support long-term succession planning for active programs, ensuring experienced program leadership is in place to transition seamlessly from pursuit through implementation and operations optimization.

Current programs include AMI deployments, meter replacement initiatives, advanced metering and communications networks, customer engagement platforms, meter data management systems (MDMS), customer information system (CIS) integration, digital twin and analytics applications, leak detection and pressure management programs, operational technology (OT) modernization, and enterprise-wide Smart Water transformations.

The Program Manager sets the overall direction for program delivery, establishing governance, technical assurance, commercial frameworks, and integrated management systems required to meet client objectives, business case targets, regulatory requirements, and customer service expectations.

Acting as the primary leader for day-to-day integration and performance, the role oversees multidisciplinary teams across engineering, utility operations, information technology, systems integration, change management, construction management, vendor management, and stakeholder engagement.

In addition to delivery leadership, the role plays a key part in work winning, contributing to capture strategy, proposal development, and client engagement for high-priority AMI and Smart Water pursuits.

Key Responsibilities

  • Provide senior leadership across the full lifecycle of major AMI and Smart Water programs, from pursuits and planning through procurement, implementation, optimization, and program closeout.
  • Establish and maintain program governance, assurance, and performance frameworks aligned with utility business objectives, regulatory requirements, cybersecurity standards, and industry best practices.
  • Direct and integrate senior leaders across utility operations, engineering, information technology, systems integration, customer service, change management, and construction management.
  • Oversee AMI system deployment, communications network implementation, MDMS integration, CIS and billing system interfaces, customer portals, and analytics platforms.
  • Ensure program-wide alignment with utility operational goals related to customer experience, revenue protection, water loss reduction, sustainability, resilience, and operational efficiency.
  • Provide senior commercial oversight including procurement strategy, vendor and technology partner management, contract administration, risk management, change control, and financial governance.
  • Act as the principal point of contact for utility clients, technology providers, regulators, delivery partners, and executive stakeholders.
  • Champion innovation, digital transformation, data-driven decision making, and continuous improvement across utility organizations.
  • Support major AMI and Smart Water pursuits, including capture planning, proposal strategy, client interviews, and transition from award to delivery.
  • Support organizational change management efforts to facilitate adoption of new technologies, business processes, and digital capabilities.
Qualifications

Required Qualifications

  • Bachelor's degree in engineering, information technology, computer science, business, construction management, project management, or a related discipline (or equivalent experience).
  • 8years of professional experience delivering large, complex utility technology, AMI, Smart Water, or utility infrastructure programs.
  • Demonstrated leadership of multidisciplinary teams integrating utility operations, engineering, information technology, and customer service functions.
  • Experience managing large-scale AMI deployments, meter modernization programs, utility digital transformation initiatives, or enterprise systems integration projects.
  • Ability to engage effectively with utility executives, technology vendors, regulators, and other key stakeholders.
  • Position will require expected travel up to 50%, as needed

Preferred Qualifications

  • PgMP, PMP, or similar professional certification.
  • Professional Engineer (PE) license or equivalent professional registration.
  • 12+ years of professional experience delivering large, complex utility technology, AMI, Smart Water, or utility infrastructure programs.
  • Experience with leading AMI technology platforms, MDMS, CIS/billing systems, customer engagement solutions, and Smart Water technologies.
  • Experience serving as Program/Project Manager for utility AMI programs exceeding $50 million in total program value.
  • Strong understanding of utility operations, asset management, water loss management, analytics, and digital transformation strategies.
