Program Manager

Statement of Work (SOW)

Background: The Program Manager will be the designated Contract Manager, required to be on-site at NGB. They will interface with the COR; provide metrics, training certificates, and manage contract personnel. They will also initiate remedial actions if metrics indicate negative trends due to contractor actions.

Place of Performance: Air National Guard Readiness Center, Office of the Air Surgeon - 3500 Fetchet Avenue Joint Base Andrews, Maryland 20762

Period of Performance: One-year base period, 4 August 2025 to 3 August 2026

Schedule: Monday to Friday 0730 – 1630

Requirements:

  • A bachelor’s degree in Business Administration, Program Management, or a related field is required. A Master’s degree is preferred.
  • PMP (Project Management Professional) certification is highly preferred
  • Minimum of five (5) years of experience in managing federal contracts or programs, preferably in a DOD environment.
  • Prior experience interfacing with Contracting Officer Representatives (CORs) and managing large or complex service contracts is required.
  • Demonstrated experience in tracking and reporting contract performance metrics.
  • Must be a U.S. Citizen.

Duties and responsibilities will include, but are not limited to, the following:

  • Serve as the designated Contract Manager and primary point of contact for the Government, including the Contracting Officer Representative (COR) and other stakeholders.
  • Maintain full-time, onsite presence at the National Guard Bureau (NGB) to ensure direct oversight and immediate responsiveness.
  • Oversee the day-to-day execution of the contract, ensuring compliance with all contractual terms, deliverables, and service level expectations.
  • Interface regularly with the COR to provide updates, discuss performance, and address concerns related to contract execution and personnel.
  • Monitor and analyze contract performance metrics; identify negative trends resulting from contractor actions and implement timely corrective measures.
  • Manage all contract personnel, ensuring proper staffing, role assignments, and adherence to qualification and training requirements.
  • Maintain accurate, up-to-date personnel files, including training certificates, certifications, and other compliance documentation.
  • Ensure all contract staff complete required training in accordance with the Performance Work Statement (PWS) and government regulations.
  • Provide recurring and ad-hoc reports to the Government, including performance updates, staffing summaries, and quality assurance documentation.
  • Initiate and oversee remedial action plans when performance issues arise, and track progress to resolution in coordination with the COR.
