Job summary

Amentum is seeking a Program Manager to lead a critical IT contract delivering integrated voice, video, and data services across multiple locations and twelve functional areas, coordinating with government stakeholders and the COR to ensure contract success.

The role requires 15 years of program management experience, TS/SCI with ability to acquire SCI, PMP and ITIL certifications, and a proven track record in DoD enterprise IT services and complex system architectures.

Job description

In support of a challenging, critical, and rewarding program that provides integrated voice, video, and data services throughout the Information Technology lifecycle, Amentum is seeking a Program Manager to join our dynamic team of IT professionals dedicated to fostering a positive and collaborative work environment. Primarily responsibility for all aspects of contract execution, the Program Manager will be responsive to and coordinate closely with the United States Government to ensure effective contract management.

You must be a critical thinker, have a strong work ethic, and be able to work independently or as a member of a team in a dynamic environment. We value candidates who are detail-oriented while also being able to think and react quickly to emerging and unique problem sets. To be successful, you must be able to rapidly adapt and learn how to operate the front and back end of new products and processes.

Work Schedule:

Mon-Fri 8:00 - 5:00

The duties and responsibilities of theProgram Managerinclude, but are not limited to the following:
  • Provide leadership and supervision of up to 180 highly skilled employees who serve at multiple geographically dispersed locations and across twelve functional areas to include Network, Systems, and Unified Communications Engineering, Logistics, Warehouse Operations, Cybersecurity, Project Management, Fielding, Change Management, and Procurement
  • Direct resource planning, workforce management, recruiting, training, and performance management, employee relations, and manpower utilization to ensure a highly effective and mission-focused workforce.
  • Develop and maintain effective relationships with government stakeholders, senior military leaders, contractor personnel and the Contracting Officer’s Representative (COR), serving as the primary point of contact for program execution and contractual matters.
  • Attend and lead customer meetings to discuss program performance, contractual requirements, strategic priorities, and technical issues while driving customer satisfaction through exceptional service delivery and accountability.
  • Demonstrate expertise in the management and control of complex information systems architectures involving multiple databases, network infrastructures, and communications subsystems.
  • Apply extensive functional and operational knowledge of military systems engineering, installation, sustainment, support operations, and logistics business processes.
  • Support the implementation of enterprise IT solutions across geographically dispersed locations and guide modernization initiatives through the adoption of current and emerging infrastructure, network, and communications technologies.
  • Serve as the program Subject Matter Expert (SME), providing strategic guidance on project prioritization, critical procurements, and mission-essential activities.
  • Plan, execute, and oversee projects to ensure delivery within approved budgets, schedules, performance objectives, and contractual requirements.
  • Monitor program performance against contract requirements, organizational goals, and key performance metrics to ensure consistent achievement of mission objectives.
  • Establish and maintain governance, quality management, and performance measurement processes that drive continuous improvement and operational excellence.
  • Identify, assess, and mitigate program risks while ensuring operational continuity and mission success.
  • Oversee procurement activities, vendor coordination, technology lifecycle management, and strategic sourcing efforts in support of program objectives.
  • Manage program budgets, funding, financial forecasting, and reporting activities, ensuring expenditures remain within negotiated cost parameters.
  • Address and resolve contractual, operational, and technical program issues in a timely and effective manner.
  • Identify and pursue opportunities for organic growth, new business development, and expansion within the existing customer base.
Minimum Requirements (Knowledge, Skills, and Abilities):
  • Excellent written and verbal communication skills, including demonstrated experience presenting complex technical and programmatic information to senior government officials and executive leadership.
  • Evidence of successful experience managing technical programs of comparable size, scope, complexity, and operational significance.
  • Proven expertise in the management and control of complex information systems architectures involving multiple disparate databases, network infrastructures, and communications subsystems.
  • Proven skills in manpower utilization, workforce planning, procurement, employee development, training, problem resolution, and employee relations.
  • Demonstrated ability to manage projects within established cost estimates while delivering solutions on schedule and in accordance with performance requirements.
  • Functional and operational experience supporting military systems engineering, installation, operations, maintenance, and logistics business processes.
  • Strong understanding of program management principles, risk management, quality assurance, and performance metrics.
Security Clearance Required:

Must have active Top-Secret clearance with SCI or TS with the ability to acquire SCI

Minimum Education:

Bachelors Degree in Information Technology, Computer Science, Engineering, Business Management, or a related field.

Minimum Years of Experience:

15 years of relevant experience

Required Certifications:
  • Project Management Professional (PMP) certification.
  • ITIL Foundation or higher certification.
  • Experience managing enterprise-level IT services contracts within the Department of Defense.
  • Experience supporting geographically dispersed and mission-critical operations.
  • Knowledge of cybersecurity frameworks, cloud technologies, and enterprise architecture methodologies.

Compensation Details:
