Job summary

Old Pueblo Community Services in Tucson, AZ seeks a Program Manager to lead veteran-focused housing and support services under VA contracts. You will supervise staff, coordinate referrals, manage admissions, and ensure regulatory compliance across programs.

The role requires strong leadership, excellent communication, and experience with case management and HMIS; you will partner with clinical teams, oversee performance metrics, and prepare quarterly reports.

Qualifications

  • Bachelor’s degree in human services or related field preferred or four years related experience and/or training; or equivalent combination of education and experience.

  • Supervise and support professional development of VA program staff.
  • Respond to referrals from the VA and external partners and coordinate same-day program entry when available.
  • Answer after-hours phone for contract and GPD programs and coordinate admissions and bed placement.
  • Ensure assessments are completed within 48 hours of arrival and audit Veteran Recovery Plans.
  • Monitor bed utilization to maintain 90%+ monthly occupancy.
  • Oversee attendance and ensure case management services were attended.
  • Ensure discharge documentation is completed accurately and submitted timely.
  • Provide operational support and manage staff coverage, volunteers, and interns.
  • Collaborate with outpatient clinical staff to assess behavioral concerns.
  • Respond to emergencies after hours as needed.
  • Prepare for inspections and address housing-related issues.
  • Complete quarterly program metric reports and HMIS entries.
  • Attend VA meetings and support system-level coordination.
  • Provide ongoing performance feedback and staff development.
  • Other duties as assigned.

Program Manager Duties and Responsibilities

1. Participate in OPCS Monthly Program Manager Leadership Meetings, promote OPCS Mission, Vision, and Values to staff, clients and the community through alignment between actions and values.

2. Supervise and support professional development of all VA program staff.

3. Respond to and screen all referrals from the VA and external partners. Offer same-day program entry if available. If a veteran is determined to be ineligible by the VA, make referral to other OPCS programs or community partner agencies.

4. Answer the after-hours phone for contract and GPD programs as needed; coordinate after-hours admissions, bed placement, and next-day assessment procedures until 24-hour awake staff coverage is fully implemented under the new GPD grant.

5. Ensure assessments are completed within 48 hours of arrival and audit new Veteran Recovery Plans to ensure quality and alignment with VA contract.

6. Answer the after-hours phone for contract and GPD programs as needed; coordinate after-hours admissions, bed placement, and next-day assessment procedures until 24-hour awake staff coverage is fully implemented under the new GPD grant.

7. Monitor bed utilization with a goal of maintaining 90% or better monthly bed utilization.

8. Monitor Veteran attendance at the beginning of each week to ensure case management sessions and group services were attended the previous week. Address no-shows or lack of weekly contact with the staff and/or Veteran and document in the chart. Complete random review of client charts regularly to ensure documentation quality, service-plan compliance, and adherence to program, agency, funder, and regulatory requirements.

9. Ensure discharge documentation is completed accurately and submitted to billing and the VA within required contractual timelines.

10. Provide direct operational support, including intakes, transportation coordination, case management, and related client service functions when assigned staff are unavailable or additional coverage is needed. Monitor staff schedules to ensure coverage to include on-site coverage and service provision even during staff PTO. Manage volunteers and/or interns in the delivery of services and other supports, such as meal preparation, at Veteran Program sites.

11. Collaborate with OPCS outpatient clinical staff to assess behavioral concerns for clients with serious mental illness determination or other conditions that indicate high need and/or high risk.

12. Respond to after hours during emergencies or urgent operational issues, consistent with program needs and agency expectations.

13. Prepare for and support annual inspections by ensuring facilities, documentation, staffing practices, and program operations meet required standards. Address failed housing inspections by assigning case management staff to complete individual life skills sessions for Veterans experiencing difficulty in maintaining safe and sanitary housing conditions.

14. Complete quarterly reports summarizing program metrics, operational issues, corrective actions, emerging risks, and any anticipated contractual or compliance concerns. Monitor staff HMIS entries for accuracy, timeliness, and compliance with program and reporting requirements.

15. Attend VA-requested external meetings, including TPCH Built for Zero, PAV case conferencing, and other community or system-level coordination meetings relevant to Veteran homelessness services. Participate in VA events, surge activities, planning sessions, and after-action meetings to support coordinated system responses and continuous improvement.

16. Participate in monthly GPD grantee meetings to remain current on grant.

17. Attend Veterans case conferencing meetings to coordinate housing plans, service needs, and system-level case resolution. Attend PAV case conferencing meetings to support coordinated care, referrals, placement planning, and barrier resolution. Attend the monthly VA Homeless Programs All Hands meeting to remain informed about system priorities, updates, initiatives, and coordination needs.

18. Provide ongoing performance feedback; complete formal performance reviews, address performance concerns; and support employee growth and accountability.

19. Other duties as assigned.

Requirements

1. Bachelor’s degree in human services or related field preferred or four years related experience and/or training; or equivalent combination of education and experience.

2. Knowledgeable of personnel management.

3. Experience and knowledge working with Veteran population and clients with serious mental illness and co-occurring disorders.

4. Experience in Motivational Interviewing and assisting staff in working from harm reduction and trauma informed models.

6. Outstanding written and oral communication skills.

7. Highly organized, creative, entrepreneurial, flexible, and able to manage multiple tasks concurrently.

8. Exceptional interpersonal skills; ability to be a leader and a team player.

9. Strong computer skills and experience using Electronic Health Records.

10. Possess and maintain valid CPR/First Aid Certification.

11. Reliable transportation with valid driver’s license and current insurance.

12. Ability and willingness to work flexible schedules.

Pay Range: $24.46 - $30.08 - $35.69
