Job summary

Community Resources For Justice (CRJ) is seeking a Program Manager to supervise high-quality residential services in Massachusetts, guiding staff and ensuring strong agency-wide operations within Community Strategies. The role emphasizes leadership, program oversight, and collaboration with stakeholders to maintain service excellence.

The Program Manager will direct daily activities, ensure regulatory compliance, and foster community integration for individuals served.

Qualifications

  • Bachelor’s Degree, preferred.
  • Two years of management experience in Human Services, preferred.
  • Three years of experience with DD or ID populations, management experience preferred.
  • Bilingual, bicultural, encouraged.
  • Prior experience in residential treatment and/or community-based group homes, preferred.
  • Excellent writing skills, including the ability to write detailed and extensive reports.
  • Excellent expressive language skills, both in 1:1 and group settings.
  • Excellent receptive language skills, including the ability to understand speakers of varying levels of competence and actively listen.
  • Ability to develop constructive and cooperative working relationships with others and maintain them over time.
  • Constructively work in an agency setting with supervisors, peers, managers and staff.
  • Successfully represent CRJ when interacting with funding sources, guardians, families and other stakeholders.
  • Ability to pass First Aid, CPR, PABC and all training required by Residential Counselors

Responsibilities

  • Coordinate and supervise daily residential and program activities including supervision of staff.
  • Ensure high quality residential services to all individuals delivered within a team management approach.
  • Apply Positive Behavioral Supports (PBS) in work with individuals and staff.
  • Represent CRJ/CS in meetings with stakeholders, including funders, families, guardians and regulatory entities.
  • Hire, train, supervise and manage performance of program operations staff with focus on Residential Directors.
  • Provide on-call support in the evening and weekends for group homes.
  • Organize opportunities for community integration in leisure and vocational areas.
  • Help individuals develop confidence and accountability to program rules.
  • Maintain documentation in HCSIS and EMR systems; train staff on information handling.
  • Manage program funds and supervise personal finances for individuals.
  • Implement Policies and Procedures per MA regulations and CRJ practices.
  • Research and utilize therapies for individual needs.
  • Implement behavior plans, ISP objectives, ADLs, and recreational activities.
  • Ensure performance reviews are conducted annually and provide ongoing supervision.
  • Maintain complete records per DDS and CRJ policies.
  • Attend meetings and perform other duties as directed.
  • Support the designations Stabilization, Behavioral, and Medical per location requirements.

Job description

Job Summary:

Supervise the delivery of high-quality residential services to the individuals receiving support from Community Strategies in Massachusetts. Support a culture that develops superior agency wide operations through a leadership role in Community Strategies.

Functional Responsibilities:
  1. Coordinates and supervises daily residential and program activities including supervision of staff, maintenance of residence, and teaching personal care of the consumers.
  2. Ensure high quality residential services to all individuals delivered within a team management approach
  3. Able to apply all the basic tenants of Positive Behavioral Supports (PBS) in work with individuals and staff
  4. Represent CRJ/CS in meetings with stakeholders, including funders, families, guardians, regulatory and review committees and agencies
  5. Hire, train, supervise and manage the performance of program operations staff with particular focus on each of the Residential Directors.
  6. Provide on-call support in the evening and on weekends for the group home(s) in conjunction with the Residential Director, Clinical Department and Nursing Department.
  7. Organizes and facilitates opportunities for community integration in leisure and vocational areas for all consumers as well as maintaining open communications with the consumers family, service coordinators and responsible outside Departments.
  8. Helps and supports individuals develop confidence and accountability to the rules of society and the structure of the program
  9. Ensures all the proper documentation of individual care in the HCSIS and Electronic Medical Records system as well as trains all staff on the proper handling of information.
  10. Manages program funds and supervises personal finances for each of the individuals.
  11. Implement Policies and Procedures in accordance with the regulations of the State of Massachusetts and consistent with CRJ agency practice
  12. Researches and utilizes all available means of therapy in relation to each client’s individual needs.
  13. Implement all behavior plans, ISP objectives, ADL’s, and recreational activities.
  14. Ensure all performance reviews are conducted annually and provide on-going supervision to all staff.
  15. Insure that complete and appropriate individual records are maintained in accordance with the Department of Developmental Services and Community Resources for Justice Regulations and policies.
  16. Ensures duties and responsibilities are carried out in a supportive and professional manner and attends appropriate meetings.
  17. Performs other job related projects and activities as requested or directed.
Addendum:

Based on the specific needs of the individuals supported in the home, the Program Manager have additional responsibilities to meet those needs. The current designations in these specific locations are _ Stabilization _, _ Behavioral _ and Medical. Additional responsibilities will be outlined by the Residential Director in accordance with the contract or service agreement for that specific location.

Physical Demands:

Sitting for extended periods, speaking, climbing stairs, periodic light lifting, and traveling throughout New England.

Working Conditions

The primary work is located at the individual group home location, MA with occasional travel to other programs within all parts of the state. The noise, temperature and working conditions are what you would expect in a normal home environment, but the Program Manager should be prepared to encounter individuals having behavioral episodes at any of these locations. Travel to administrative offices in Shirley is required. May require being on call and may require working various hours to cover open shifts which may include nights, evenings, weekends and holidays.
