The service side of Fortune has evolved to encompass a broad range of programs that started with employment and education and now includes a robust array of services, among them: alternatives to incarceration, supervised release, court advocacy, discharge planning within correctional facilities, licensed substance use and mental health treatment, a housing continuum ranging from emergency and transitional through permanent congregate and scattered site housing, assistance in obtaining benefits, a care management unit, HIV services, a food and nutrition program, and an arts program. Each service we provide is informed by the needs of the population we serve. Fortune currently serves approximately 14,000 people a year. Our participant population mirrors the incarcerated population in being approximately 85% male and over 90% people of color. We have locations in Brooklyn, The Bronx, Manhattan and Queens.**Scope of Position:** The Program Manager oversees daily operations and clinical services at a 17-bed Scattered Site Apartment Treatment Program (ATP) funded by the New York State Office of Mental Health (OMH). The program manager will oversee a team of staff, which includes weekly individual supervision. This will include supporting staff in their professional development, completing 6-month and annual evaluations to ensure quality professional measures are met, addressing performance and discipline issues when necessary. This role involves maintaining strong partnerships with Mobile Behavioral Health Treatment and Care Coordination Services teams, supporting resident engagement and retention, and fostering a trauma-informed environment. The Program Manager ensures that the ATP always remains safe and well-maintained, while guiding staff to implement crisis intervention and de-escalation strategies to support clients experiencing behavioral health challenges.**Core Competencies****Mission and Fit:** Embodies Fortune’s mission and will be an effective member of the team in furthering it. It involves motivating, inspiring, and empowering individuals or teams to work collaboratively and achieve success.**Communication:** The Program Manager must demonstrate the ability to effectively convey and receive information, ideas, and messages, both verbally and nonverbally, and are crucial for building relationships, collaborating, and achieving goals.**Organizational Skills:** The Program Manager must possess strong organizational skills, enabling them to effectively structure, prioritize, and manage tasks, time, and resources to achieve goals efficiently.**Essential Duties and Responsibilities:*** Directly supervise Case Managers, Housing Specialists, and Peer Specialist; oversee the full client service cycle from admission and ongoing care to discharge into stable permanent supportive housing.* Ensure full compliance with contract requirements maintaining daily census, timely admissions, discharges, proper documentation, and incident reporting.* Review documentation related to referrals for placement in OMH Scattered Site Transitional Housing and conduct intake assessments during initial client meetings.* Prepare the program for external site visits, inspections, and audits.* Responsible for recruiting, interviewing, and hiring all program staff.* Ensure that staff complete all paperwork accurately and in a timely manner.* Conducts and actively participates in case conferences to support program goals and client outcomes.* Conducts at least one home visit per month, or as needed, to accurately assess participant and program needs.* Participate in required staff meetings, supervision sessions, and training.* Maintains strong, collaborative relationships with provider groups and referral sources to support program effectiveness.* Conducts regular onsite training to ensure case managers, peer specialists, and housing specialists are proficient in counseling techniques, emergency procedures, and crisis intervention.* Conducts internal audits of clinical charts and program documentation to ensure compliance with OMH policies and regulations.* Investigates and addresses resident complaints and grievances promptly to ensure resolution and maintain program integrity.* Be available for 24-hour crisis intervention as needed.* Perform other duties as assigned.## Qualifications**Qualifications:*** A degree in social work, Psychology, Rehabilitation Counseling, or a related human services field preferred;* High school diploma required;* Minimum of 2–3 years supervisory experience, ideally in both clinical and operational settings;* Experience working with street homeless populations and individuals with co-occurring substance use and mental health disorders;* Proven ability to lead diverse teams and manage complex service delivery programs;* Strong interpersonal, communication, and organizational skills;* Valid driver’s license with a safe and proven driving record;* Bilingual in Spanish a plus.**We seek talented, dedicated individuals from all walks of life who possess a strong commitment to this mission.
