Public Health Solutions, Inc. seeks a proactive Program Manager to join the PMO Office, bringing strong PMO knowledge, analytics and communication. You will forecast, manage and report portfolio metrics, collaborating with Solution Directors, Project Managers and Product Managers to ensure effective project delivery.

The role emphasizes policy development, risk management and KPI reporting, with a hybrid work schedule and a strong commitment to public health outcomes across the tri-state area.

Qualifications

• PMO experience, preferably PMO Analyst, with project data analysis, metrics and risk resolution.

Responsibilities

Investments and improvements through this initiative will help modernize DOHMH's foundational capabilities and data infrastructure, enabling it to partner in complex health and health care environments and, in turn, support better public health outcomes, including COVID-19. This initiative supports larger efforts to rebalance investments in public health and more equitably serve communities and populations.

Program Description

The agency is embarking on a data modernization initiative to accelerate its data strategy. During the COVID-19 pandemic, data was the life blood of the agency’s response to making informed data-driven decisions and policies that directly impacts the lives of New Yorkers. These included operational data in our vaccination campaign at the Vaccine Hubs, distribution strategy throughout the city’s vaccine infrastructure, as well as health equity data breaking down lab tests, positive cases, hospitalizations, deaths, and vaccination rates by age, place, and race. With grant funding support from the Centers for Disease Control (CDC), DOHMH is embarking on a data modernization initiative to move fromsiloed and brittle public health data systems to connected, resilient, adaptable, and sustainablesystems. This initiative is not just about technology, but also about putting the right people, processes, and policies in place. NYC DOHMH’s modernization strategy focuses on key areas in data collection, storage, processing (including transformation, standardization, matching, deduplication), data integration and exchange, data analysis and data reporting and visualization The DMI initiative will allow DOHMH to build up foundational technology capabilities within the Division of Information Technology. This includes increasing capacity, knowledge, and experience with Azure cloud technologies within the broader NYC cloud and cybersecurity infrastructure and all within the context of public health.

Position Summary

The office of the PMO seeks a proactive and detail-oriented Program Manager to join the division’s newly inaugurated PMO Office. The ideal candidate for this role will have demonstrated knowledge and experience in various project management methodologies; excellent communication, analytical and organizational skills; the ability to forecast, assess, manage and report on all portfolio metrics, and the ability to work effectively with independent initiative.

Specifically The Program Manager Will

• Assist the PMO Director with the development of policies, metrics and templates for purposes of monitoring.
• all phases of the project development process.
• Work with the Solution Directors, Project Managers and Product Managers to ensure that project solicitations and product maintenance contracts are completed and renewed as needed, and project funding sources categorized and documented.
• Serve as a resource to Project Managers by ensuring project documentation is current and accurate.
• Generate project status reports on a regular basis on key performance indicators (KPIs), resource capacity, and
• project deliverables and identify opportunities to better align the project process with the standards set forth
• by the PMO office
• Develop criteria to identify and mitigate project risks and track risk resolution strategies.

Qualifications And Requirements

• Demonstrated experience working in a PMO office, preferably in a PMO Analyst role, including experience developing project management documentation, project data analysis, metrics and business/risk resolution strategies.
• Excellent written and oral communication skills, including the ability to speak and write about technical issues for both technical and non-technical audiences.
• Outstanding analytical and problem-solving abilities, including being able to drive initiatives to effective resolution.
• PMP Certification is a plus.
• Excellent leadership, interpersonal and organizational skills.
• Demonstrated ability to set and meet goals, assess resource needs, develop schedules, monitor and communicate status, and develop processes and procedures.
• Effective influencing and negotiating skills in an environment where this role may not directly control resources.
• Strong knowledge and understanding of business needs, with the ability to establish and maintain a high level of trust and confidence.

Additional Information

• This is a temporary grant-funded position ending in November 2027.
• This individual must reside in the tri-state area (NY, NJ, CT) by their confirmed start date.
• Preference may be given to individuals residing in New York City (5 boroughs) or surrounding New York State counties.
• This individual will be expected to work non-business hours during emergencies.
