Job summary

Textron Systems’ Electronic Systems division seeks an experienced Program Manager to lead sustainment programs for the Mission business in Hunt Valley, MD. The role requires strong organizational and communication skills to ensure program execution aligns with mission objectives and customer expectations.

The PM will manage timelines, budgets, and technical performance, apply EV techniques, and lead cross-functional teams, including interfacing with suppliers and customers, while mentoring

Qualifications

  • Bachelor’s degree in Engineering, Business, or similar discipline required.
  • 8+ years of relevant experience, including 2+ years of Program Management experience in the defense industry.
  • Experience evaluating program Risks and Opportunities.
  • Understanding of Earned Value Management principles.
  • Proposal lead or business capture experience.
  • Strong written and verbal communication skills.
  • Demonstrated ability to work across organizational boundaries.
  • Strong interpersonal skills.
  • Proficiency in MS Office.

Responsibilities

  • Manage financial, technical, and schedule requirements of a critical program to deliver products on time and within cost.
  • Apply Earned Value management techniques to monitor the Performance Measurement Baseline.
  • Perform CAM responsibilities for program budget including baseline development, cost reviews, and EAC variance analyses.
  • Create and maintain resource-loaded IMS and develop actionable plans for on-time completion.
  • Manage program Risks & Opportunities.
  • Interface with suppliers and Textron internal Procurement/Subcontracts to communicate updates.
  • Coordinate briefs, meetings and reviews with customers and company leadership.
  • Work with customer Program Manager(s) and communicate progress internally and externally.
  • Lead proposal generation and submittals to the customer.
  • Mentor and foster new Project Management talent.

Job description

Textron Systems’ Electronic Systems division is seeking an experienced Program Manager to join our team in Hunt Valley, MD. The Program Manager will lead all sustainment programs for the Mission business.

Mission is our business area focused on its strong lineage of developing and supplying a multitude of operational test product lines. Mission also includes sensor fusion and multi-domain testing at the edge of deployment the critical intersection of highly integrated technology and readiness to keep our customers safe, no matter the Mission.

This role requires excellent organization, teamwork, and communication skills to ensure program execution meets mission objectives and customer expectations. A successful candidate in this role will be action-oriented, have strong written and verbal communication, and the ability to lead cross-functional teams.

Responsibilities

The Program Manager will have responsibilities including but not limited to the following:

  • Managing the financial, technical, and schedule requirements of a critical program to deliver products that are technically acceptable on-time and in a cost-effective manner.
  • Applying Earned Value (EV) techniques to monitor and control the Performance Measurement Baseline.
  • Performing Control Account Manager (CAM) responsibilities for program budget including development of budgetary baseline, review of actual costs and managing variance analysis, monthly Latest Revised Estimate (LRE) updates, Estimate At Complete (EAC) analysis, and sales forecast updates.
  • Creating and maintaining resource loaded Integrated Master Schedules (IMS) and developing actionable plans to ensure on-time / early completion.
  • Managing program Risks & Opportunities.
  • Interfacing with critical suppliers, subcontractors and Textron Systems’ internal Procurement/Subcontracts organization to communicate program updates/changes to and from the supplier.
  • Coordinating formal briefs, meetings and reviews with customers and company leaders.
  • Working closely with the customer’s Program Manager(s) and communicating program progress both internally and externally.
  • Leading proposal generation and submittals to the customer.
  • Mentor and foster new Project Management talent.
Qualifications
Required Skills
  • Bachelor’s degree in Engineering, Business, or similar discipline required.

This position requires that the candidate be a US citizen with or capable of receiving a Secret level security clearance. Qualified applicants will be subject to a security investigation and must meet minimum qualifications for a Secret clearance.
