Job summary

Concept Plus is seeking a Program Manager to provide leadership and management across a DoW force management capability. You will ensure costs, schedule, and performance align with Air Force priorities and coordinate with customers and stakeholders.

You will oversee schedule management, risk, requirements, and cross‑functional teams, while ensuring cybersecurity, RMF, and documentation standards are met. This on‑site role prefers proximity to Montgomery, Alabama.

Qualifications

  • US Citizen required.
  • Bachelor’s degree in business, management, information systems, computer science, or related field.
  • 8+ years of project management experience in DoW or federal IT programs.
  • PMP Certification and DoW security clearance (SECRET) are required.

Responsibilities

  • Provide day-to-day project oversight across schedule, resources, budget, and monthly software releases.
  • Liaise between customer, stakeholders, end users, and leadership with clear status updates.
  • Lead risk identification, analysis and mitigation for continuity and readiness.
  • Oversee requirements intake, refinement, and alignment with warfighter needs.
  • Manage development, testing, cybersecurity, and infrastructure teams for delivery.
  • Ensure compliance with DoW, RMF, configuration management, and documentation standards.
  • Monitor subcontractor performance and assure quality of deliverables.
  • Facilitate Agile activities including sprint planning, backlog grooming, and retrospectives.
  • Develop project roadmaps, modernization strategies, and release planning docs.
  • Prepare and manage contract deliverables and government submission docs.
  • Support forecasting, cost estimates, burn rate, and resource planning.
  • Communicate project performance metrics and dashboards to stakeholders.
  • Conduct annual performance reviews and approve timesheets.
  • Coordinate procurement, licenses, and conference travel; review expenses.

About the role

Concept Plus is looking for a Program Manager to provide overall leadership, direction, and management across all aspects of this DoW force management capability. This role is responsible for ensuring the program meets all costs, schedule, and performance objectives while maintaining alignment with Air Force operational priorities.

What you'll do

  • Provide day‑to‑day project oversight, including schedule management, resource allocation, budget tracking, and coordination of monthly software releases.
  • Primary liaison between the customer, stakeholders and end users, and corporate leadership, delivering clear, concise, and timely status updates to senior leadership on both the client and corporate side.
  • Lead risk identification, analysis, and mitigation planning for project continuity and readiness.
  • Oversee requirements intake, refinement, prioritization, and alignment with warfighter needs in coordination with the customer and stakeholders.
  • Manage development, testing, cybersecurity, and infrastructure teams to ensure successful delivery of capabilities.
  • Ensure compliance with all DoW and PEO BES policies, including cybersecurity requirements, RMF processes, configuration management, and documentation standards.
  • Monitor subcontractor performance to ensure adherence to project deliverables and quality standards.
  • Facilitate Agile project activities, including sprint planning, backlog grooming, release planning, and retrospectives.
  • Lead project reviews, technical exchanges, and other project meetings with government and internal stakeholders.
  • Develop and maintain project roadmaps, long‑term modernization strategies, and release planning documentation.
  • Prepare and manage contract deliverables, reports, and required project documentation for government submission.
  • Support financial planning activities, including forecasting, cost estimates, burn rate tracking, and resource planning.
  • Maintain and communicate project performance metrics and dashboards to ensure transparency across all stakeholders.
  • Conduct annual performance reviews for all direct reports.
  • Approve timesheets for internal staff and subcontractor personnel.
  • Manage procurement and renewal of required licenses.
  • Coordinate, authorize, and facilitate conference travel.
  • Review and approve expense reports in accordance with company policy.

Required Qualifications

  • US Citizen
  • Bachelor’s degree in business, management, information systems, computer science, or a related field.
  • 8+ years of experience in project management supporting DoW or federal IT programs.
  • PMP Certification
  • DoW security clearance SECRET or higher-level clearance.

Preferred Qualifications

  • CSM or SAFe certifications.
  • Strong understanding of Agile methodologies and experience leading Agile development teams.
  • Proximity to Montgomery, Alabama and ability to be on‑site as required preferred
