The Opportunity
Program Management Portfolio Leader in Black & Veatch’s Water Solution, reporting directly to the Program Management/Construction Management Solution Portfolio Director. The role focuses on global Program Management services with a North America emphasis, driving new business growth, strengthening client relationships, and building a best-in-market Program Management practice.
Key Responsibilities
- Strengthen the brand of Black & Veatch’s Program Management service offering and serve as an internal champion.
- Communicate and coordinate with other Business Leaders to support early planning and feasibility stages.
- Develop Program Management thought leadership and innovation addressing client needs.
- Build strong client relationships and lead pursuit and capture plans.
- Identify gaps and suggest improvements to tools and processes.
- Develop resources and target hires for Program Management support.
- Act as a Project Director, Program Manager or key Program Management resource during pursuits and execution.
- Enhance marketplace visibility by supporting Client Directors at conferences, committees and community activities.
Clients
- Assist with development of Business Plans and selected Client Plans.
- Provide marketing and business development leadership, identify opportunities and pursue strategies with Client Directors.
- Lead and support proposals and projects execution as needed.
- Support participation in professional society activities such as CMAA, AWWA, WEF, ASCE with technical advice and presentations.
- Promote Communities of Practice, including Program Management, Asset Management and Planning, Dams, Tunnels, Pipelines, etc.
- Consider Client Directors, PDs and PMs as internal clients.
- Assume Project Director and Project Manager positions with assigned clients and projects as required.
People
- Implement ASPiRE to ensure continuous 360 feedback, employee engagement and empowerment.
- Champion recruiting for the department and lead hiring plans and candidate selection.
- Provide stable leadership to staff through mentoring and staff assignments.
Execution
- Support Regions, Client Directors and Project Managers to achieve financial and technical goals.
- Develop annual goals and Individual Development Plans for assigned professionals.
- Actively participate in project execution on an assigned basis.
Preferred Qualifications
- Professional certifications such as DBIA, PMP, or other PMI Program Management credentials.
- 25+ years of experience leading complex engineering, infrastructure, or capital project programs.
- Proven ability to lead and deliver programs across multiple sectors, portfolios, and service lines.
- Strong track record of managing large, complex programs with cross‑functional teams and stakeholders.
Minimum Qualifications
- 15+ years in a senior project and/or program management role (at least 12 years in program management).
- All applicants must complete pre‑employment onboarding, including background check, drug screen, and motor vehicle records search.
Certifications
Holds an active engineering registration or licensure to support engineer of record (EOR) requirements for BV projects where applicable.
Work Environment / Physical Demands
Hybrid or flexible work options may be offered after the first 90 days based on manager discretion, performance, and work assignments.

- New York: $242,225 - $411,788
