Job summary

Child Development Associates, Inc. (CDA) is a community-based, multiservice nonprofit with 300+ employees.

The Program Integrity Analyst will initiate investigations and analyze suspected fraud in the Child Care Payment Program, gathering data, interviewing families and providers, and coordinating with partners to deter fraudulent activity. Responsibilities include site visits, documentation, reporting findings, and assisting in policy and training to safeguard program integrity.

Qualifications

  • Bachelor degree in Child Development or related field.
  • Three years' experience in an Alternative Payment Program or subsidized childcare.
  • Knowledge of California Welfare and Institutions Code, Title 5 Regulations, and CDSS Bulletins.
  • Strong organizational, investigative, and problem-solving abilities.
  • Excellent verbal and written communication skills.
  • Ability to work independently and maintain confidential information.
  • Proficient data entry and daily computer applications.

Responsibilities

  • Respond to program integrity concerns by gathering and evaluating case files, narratives, and related documents.
  • Conduct parent/provider interviews to obtain statements and clarify eligibility and payment discrepancies.
  • Coordinate with community partners to research and deter fraudulent activity.
  • Conduct child care provider site visits with regulatory agencies and partners.
  • Participate in parental appeals to support CDA’s position in cases of fraud.
  • Research, review, and compile information linking activities to non-compliance or fraud.
  • Document findings thoroughly and prepare final case summaries for decision making.
  • Report findings to the Family and Provider Programs Administrator; refer cases to regulators as needed.
  • Safeguard program integrity by running periodic reports and analyses.
  • Educate employees on program integrity best practices and reporting processes.
  • Maintain policies and procedures to address potential fraud in the Child Care Payment Program.
  • Participate in trainings, meetings, and special projects.

Hourly Rate: $34.18 (equivalent to $71,094.40 annually)

Purpose of the Role:

Under the general supervision of the Family and Provider Programs Administrator, the Program Integrity Analyst will initiate investigations and conduct analysis to determine suspected fraud and abuse in the Child Care Payment Program (CCPP).

Summary of Responsibilities:
  1. Respond to program integrity concerns by gathering and evaluating family and provider case files, narratives and other documents related to issues of concern.
  2. Conduct parent and/or provider interviews to obtain statements or clarity regarding eligibly, need or payment discrepancies.
  3. Contribute to the coordination efforts with community partners to research and deter potentially fraudulent activity.
  4. Conduct child care provider site visits in conjunction with other regulatory agencies and community partners.
  5. Participate in parental appeals to support CDA’s position in any terminations due to founded or suspected fraud.
  6. Research, review, and compile information, linking variables and suspected acts of non-compliance and/or scams to defraud the program.
  7. Organize findings accurately and concisely; thoroughly document steps taken throughout the course of the examination process; prepare a final summary of the case for decision-making purposes.
  8. Report findings to the Family and Provider Programs Administrator; compose correspondence, reports and referral summary letter; refer cases to regulatory agencies, as instructed.
  9. Safeguard program integrity by running a variety of periodic reports and perform analysis as necessary.
  10. Contribute to educating employees on program integrity matters, best practices for identifying inconsistencies, and the process for reporting suspicious activity.
  11. Contribute to the maintenance of polices and procedures to identify and address situations of potential fraud on the Child Care Payment Program.
  12. Participate in on-site and off-site learning opportunities such as workshops, conferences, staff meetings and trainings; coordinate and arrange for special meetings, when required.
  13. Perform other duties as assigned; support ongoing and special projects, audits, and reports, as needed.
Minimum Qualifications

Bachelor degree in Child Development, Human Services or related field; a minimum of three years’ experience in an Alternative Payment Program or other subsidized childcare program.

Knowledge, Skills & Abilities

Demonstrated knowledge and understanding of the California Welfare and Institutions Code, Title 5 Regulations, Alternative Payment Funding Terms and Conditions, and CDSS Childcare Bulletins. Ability to interpret CDA’s contractual requirements, policies, and procedures and apply this knowledge to determine compliance.

Must have strong organizational skills; excellent investigative and problem-solving abilities; and strong math and reasoning skills. Ability to prioritize workload, work under pressure, and meet strict deadlines.

Ability to compose objective, clear, and thorough reports and correspondence. Strong verbal and written communication skills, including proficient proofreading, spelling, and grammar skills.

Excellent interpersonal skills with the ability to handle information discreetly. Must be able to work independently and maintain confidential information.

Use computer applications proficiently on a daily basis. Proficient experience in data entry. This may include operating adding machines, calculators, copy and fax machines, telephones, and file cabinets in a safe manner.

Work Schedule: Full-time, Monday – Friday, 40 hours per week, typically 8:30 am to 5:00 pm.

This position may be eligible for a hybrid work schedule of up to twenty-four (24) hours remote and sixteen (16) hours in-office per week following the successful completion of training. Remote work is not guaranteed and may be modified, suspended, or discontinued at any time based on business and operational needs. In-person attendance may be required for trainings, meetings, or other agency-related purposes.
