Job description

Overview

The Program/General Manager will serve as the lead representative between the client and Cayuse. This role ensures that all program requirements are met and strategic objectives operate effectively. The Program Manager provides leadership, coordination, and directions with the team to ensure operational excellence and alignment with the company’s mission and goals.

This position performs all duties and responsibilities in accordance with the Mission, Vision, and Core Values of Cayuse.

Responsibilities
  • Serve as the lead individual to represent the overall IDIQ contract requirements.
  • Coordinate all aspects of task order compliance, including resource allocation, schedule adherence, and quality completion.
  • Act as the primary liaison between the client’s representatives (e.g., MSCREP or TPOC) and the contractor organization on contract-wide concerns.
  • Oversee subcontractor activities and ensure compliance with performance and quality standards.
    Engage with and address regulatory bodies, including ABS, USCG, EPA, and OSHA, during contract execution.
  • Manage the execution of individual delivery orders (DOs), ensuring work is completed on time, within budget, and to contractual standards.
  • Develop and maintain a master production schedule aligned with the client’s milestones for all ongoing ship repair and maintenance activities.
  • Coordinate the mobilization of labor, equipment, and materials within 12-hour windows for emergent requirements.
  • Ensure compliance with client’s standards and DO-specific stipulations.
  • Regularly report progress, risks, and mitigations to client stakeholders.
  • Other duties as assigned.
Qualifications
  • Bachelor’s degree in Engineering, Business Administration, or a related field is required.
  • Minimum of 10 years of experience in large-scale ship repair and/or maintenance management, including repair of Naval or Military Sealift Command (MSC) vessels.
  • Proven ability to manage contract execution within highly regulated environments (USCG, ABS, EPA, OSHA compliance).
  • Past experience working in IDIQ frameworks, including coordinating multiple concurrent task orders.
  • Familiarity with MSC standards, NAVBASE Guam regulations, and DFARS compliance requirements.
  • Demonstrated ability to scale operations during surge periods or emergent requirements.
  • Previous leadership role in managing multi-disciplinary repair teams and subcontractors.
  • Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment.

  • Ability to handle sensitive and confidential information appropriately.
  • Proficient in MS Office, Word, Outlook, PowerPoint, and Excel.
Desired Qualifications
  • Master’s degree in Engineering Management, Project Management, or Business Administration.
  • Project Management Professional (PMP) Certification or equivalent.

Pay Range
