Job Description:

GDIT is searching for a Program Execution Director to join our Centers for Medicare and Medicaid Services (CMS) Payer Lifecycle Mission Support (PLMS) team! GDIT’s Program Execution Director is responsible for executing GDIT's strategic imperatives with a focus on the Health Insurance Marketplaces, Medicaid Unwinding, and the No Surprise Act at CMS.

The Program Execution Director will lead our existing programs with visionary leadership, providing thought leadership, counsel, and operational discipline. They will manage client relationships, ensure program and project success, and support account growth strategies. The role requires cross-domain expertise to ensure strategic enterprise application and system development for CMS’s CCIIO customers and stakeholders. This position is remote, and work visa sponsorship is not provided.

Responsibilities
  1. Manage client relationships and oversee program or project management as needed.
  2. Review and contribute to cost, schedule forecasts, and technical performance tracking.
  3. Lead special project teams, ensuring objectives are met.
  4. Diagnose system issues and collaborate with project managers to complete projects on time.
  5. Support account growth, including business development and proposal activities.
  6. Participate in project reviews, improve project delivery, and infuse innovations.
  7. Coordinate resources across teams and contractors to deliver projects.
  8. Align long-term system vision with technical implementation strategies.
  9. Clarify requirements and propose solutions to meet business milestones.
  10. Lead technical solution strategies throughout project lifecycle.
  11. Engage with customers to understand needs and shape acquisition strategies.
  12. Identify and recommend technical solutions and approaches.
  13. Develop technical recommendations and collateral for customer engagement.
  14. Collaborate with technical teams to bring strategic solutions to market.
  15. Contribute to teaming strategies and vet potential partners.
  16. Review proposals and provide feedback to strengthen solutions.
  17. Manage direct reports, including performance evaluations and mentoring.
Requirements
  • Master’s Degree and 10+ years of relevant experience
  • Extensive experience with CMS, including 5+ years in ACA program policy
  • Experience with CMS’s CCIIO environment and solutions
  • Experience with CMS’s CSG, IDR, and FFM
  • Commitment to excellence and innovation in technology and decision-making
  • Experience with Agile/Waterfall project management, data storage techniques
  • Ability to obtain Public Trust clearance
  • Residency in the US for at least three of the last five years
