Job summary

Molina Healthcare seeks a Senior Program Manager to provide expert leadership for program management activities across WA Health Plan. You will guide design, governance, budgeting, and performance measurement to achieve strategic goals and cost efficiency.

You will partner with executives and stakeholders, oversee portfolios, and drive adoption of new processes while ensuring quality and regulatory alignment. Strong communication and data skills are essential.

Qualifications

  • 8+ years of progressive program or project management experience in a complex organization.
  • 3+ years of management/leadership experience.
  • Experience in strategic planning, governance development, and executive stakeholder management.
  • Proven success managing budgets, performance metrics, and organizational change in a matrixed or regulated environment.
  • Strong understanding of managed care operations, healthcare delivery systems, or related industries.
  • Strong operational process improvement experience.
  • Strong project management skills.
  • Strong data analysis skills.
  • Excellent verbal and written communication skills.
  • Proficiency with MS Office including Excel, PowerPoint, Project, and Visio.

  • Oversees the strategy, design, implementation, delivery, and ongoing operations of program(s) and services aligned to business goals.
  • Develops governance structures, frameworks, and standards for best practices across programs.
  • Partners with executive sponsors and stakeholders to establish vision, priorities, and success measures.
  • Manages and optimizes program portfolio performance with budgets and resources.
  • Provides executive-level reporting on status, risks, dependencies, and outcomes.
  • Leads program financial planning and oversight for budgets and cost-saving opportunities.
  • Drives cross-functional collaboration across legal, compliance, IT, and operations to ensure governance and quality.
  • Champions change management and stakeholder engagement for new processes or technologies.
  • Continuously evaluates program frameworks and performance metrics to improve efficiency and impact.
  • May provide training, mentoring and support to staff to foster accountability and continuous improvement.

Required Qualifications
  • At least 8 years of progressive program and/or project management experience, with increasing levels of responsibility in a complex, matrixed organization, or equivalent combination of relevant education and experience.
  • At least 3 years of management/leadership experience.
  • Demonstrated experience in strategic planning, governance development, and executive stakeholder management.
  • Proven success managing budgets, performance metrics, and organizational change in a highly matrixed or regulated environment.
  • Strong understanding of managed care operations, healthcare delivery systems, or related industries.
  • Strong operational process improvement experience.
  • Strong project management experience/skills.
  • Strong data analysis skills/experience.
  • Strong organizational and time-management skills.
  • Proven ability to manage multiple projects simultaneously with competing priorities.
  • Ability to work cross-collaboratively across a highly matrixed organization, and ability to align diverse stakeholders toward shared goals.
  • Excellent verbal/written/presentation communication skills.
  • Microsoft Office suite (including Excel, PowerPoint, Project, and Visio), and applicable software programs proficiency.
Preferred Qualifications
  • Project Management Professional (PMP), Six Sigma Green Belt and/or Black Belt certification.
  • Claim and provider contract configuration
  • Claims processing experience
  • WA Medicaid experience
  • Encounter data validation experience
