Responsibilities

Summary/objective: The Program Director 2 is responsible for the overall operational management of Appalachian Behavioral Health Center's residential substance use disorder treatment program. This position provides leadership and supervision to Residential Support Specialists (RSS), RSS Supervisors, and the Intake Coordinator while ensuring the delivery of high-quality, person-centered care within a safe, structured, and recovery-oriented environment.

Leadership & Supervision
  • Provide direct supervision to RSS Supervisors, Residential Support Specialists (RSS), and the Intake Coordinator.
  • Develop, mentor, coach, and evaluate staff through regular supervision and performance evaluations.
  • Participate in the recruitment, interviewing, hiring, onboarding, and retention of residential staff.
  • Address employee performance concerns through coaching, corrective action, and performance improvement plans when appropriate.
  • Ensure all required staff training, certifications, and competencies remain current.
  • Foster a culture of accountability, teamwork, professionalism, and continuous improvement.
  • Develop and maintain the monthly RSS staff schedule while ensuring adequate staffing coverage, minimizing overtime, and remaining within the approved departmental labor budget.
  • Conduct regular staff meetings to communicate expectations, organizational updates, and operational priorities.
Program Operations
  • Oversee the day-to-day operations of the residential treatment program.
  • Ensure the program maintains a safe, structured, therapeutic, and recovery-oriented environment.
  • Monitor resident engagement and daily programming to ensure consistency and quality.
  • Plan and oversee recreational, educational, volunteer, and recovery-focused events for residents.
  • Monitor program census, admissions, discharges, bed utilization, and referral trends to maximize occupancy and operational efficiency.
  • Analyze census and utilization data to identify opportunities for program growth and improved resident flow.
  • Work collaboratively with the Business Development Department to ensure referrals are processed promptly, potential admissions are communicated effectively, and barriers to admission are addressed in a timely manner.
  • Collaborate with the Clinical Director to ensure operational and clinical services remain aligned while supporting quality resident care and positive treatment outcomes.
  • Promote a positive community culture that encourages recovery, accountability, peer support, and resident engagement.
Admissions & Intake
  • Oversee the admissions and intake process.
  • Supervise the Intake Coordinator to ensure timely processing of referrals and admissions.
  • Monitor bed availability and coordinate admissions to maximize census.
  • Assist with resident admissions, orientations, and transitions into the program.
  • Ensure intake documentation is accurate, complete, and submitted timely.
  • Collaborate with Development department and referral partners to facilitate efficient admissions and excellent customer service.
Facility Operations
  • Oversee inventory management and purchasing of food, janitorial supplies, office supplies, and program materials.
  • Manage operational budgets related to food, supplies, transportation, and other residential program expenses.
  • Coordinate with the Director of Facilities to ensure the facility remains safe, clean, operational, and compliant with all applicable safety and environmental standards.
  • Conduct routine environmental rounds to identify maintenance, safety, and sanitation concerns.
  • Oversee facility emergency preparedness activities, including conducting and documenting required fire drills, disaster drills, evacuation exercises, and other emergency preparedness initiatives.
  • Ensure compliance with infection prevention, sanitation, environmental safety, and emergency preparedness requirements.
  • Collect resident program fees/rent for individuals residing in the Residential Recovery Housing component of the program and ensure accurate documentation and timely submission in accordance with agency policy.
Resident Services
  • Ensure residents are treated with dignity, respect, compassion, and professionalism.
  • Promote trauma-informed, person-centered, and recovery-oriented services.
  • Coordinate transportation for residents' medical, behavioral health, MAT, legal, employment, educational, and community appointments.
  • Address resident concerns, grievances, and conflicts in accordance with agency policy.
  • Encourage resident participation in treatment, peer support, recovery activities, and community engagement.
  • Support family involvement and visitation processes when appropriate.
Compliance & Quality Assurance
  • Conduct routine internal audits to ensure compliance with Joint Commission (JCAHO), OHFLAC, Medicaid, payer, and Recovery Point WV policies and procedures.
  • Serve as the primary operational point of contact during Joint Commission, OHFLAC, Medicaid, Managed Care Organization (MCO), and other regulatory or payer site visits and surveys.
  • Maintain continuous survey readiness through routine audits, staff education, policy compliance, and corrective action planning.
  • Review documentation completed by RSS staff and the Intake Coordinator for accuracy, completeness, and timeliness.
  • Review incident reports, resident grievances, and unusual occurrences to identify trends and implement corrective actions.
  • Develop and monitor corrective action plans resulting from audits, inspections, and quality reviews.
  • Lead quality improvement initiatives designed to enhance resident safety, operational performance, and treatment outcomes.
Financial & Resource Management
  • Manage the residential department's operational budget.
  • Monitor departmental expenditures related to staffing, food, transportation, supplies, and operational expenses.
  • Develop staffing schedules that remain within approved labor budgets while maintaining appropriate staffing ratios.
  • Identify opportunities to improve operational efficiency and reduce unnecessary expenses without compromising resident care.
  • Monitor inventory levels and ensure appropriate purchasing practices.
Performance Improvement & Data Management
  • Monitor and analyze program Key Performance Indicators (KPIs), including:
    • Residential occupancy rate
    • Admission-to-bed turnaround time
    • Average length of stay
    • Successful treatment completion rate
    • Resident discharge outcomes
    • Incident and accident frequency
    • Resident grievances
    • Client satisfaction
    • Staff turnover and vacancy rates
    • Overtime utilization
  • Prepare operational reports for Executive Leadership.
  • Utilize performance data to identify trends and implement quality improvement initiatives.
  • Monitor census, admissions, and discharge trends to support organizational growth and operational efficiency.
Collaboration
  • Collaborate closely with the Clinical Director to ensure operational and clinical services remain aligned.
  • Partner with Business Development to maximize referrals, admissions, and occupancy.
  • Coordinate with the Director of Facilities regarding maintenance, safety, and environmental concerns.
  • Work collaboratively with Human Resources regarding hiring, employee relations, and staff development.
  • Partner with Finance, Revenue Cycle, and Executive Leadership to support organizational initiatives and strategic planning.
  • Participate in leadership meetings, accreditation preparation, quality improvement activities, and organizational committees as assigned.

QualificationsEducation/Qualifications:
  • High school diploma or equivalent required; Bachelor’s degree in a human services field or business administration preferred.
  • Three (3) years of experience in progressive leadership or supervisory experience in Behavioral Healthcare.
  • Knowledge of Joint Commission (JCAHO), OHFLAC, Medicaid, regulations and requirements.
  • Strong attention to detail, organization, and problem-solving skills.
  • Excellent communication skills and the ability to work collaboratively in a team environment.
  • Ability to maintain confidentiality and handle sensitive information appropriately.
