Job summary

Dexis seeks a seasoned Program Director/Team Lead to direct the implementation of a Department of State program focused on monitoring and evaluation of rapid foreign assistance. The role oversees field teams, staff, and partners, ensuring contract performance, reporting, and client satisfaction from the Washington, D.C. metro area.

Contingent on award, relocation may be required. The ideal leader has a minimum 10 years in U.S.

Qualifications

  • Minimum 10 years of experience managing U.S. Government programs.
  • Minimum five (5) years in senior leadership roles (Project Director/Team Lead/etc.).
  • Deep familiarity with U.S. federal humanitarian assistance, disaster response, and crisis programming.
  • Experience managing MEL and/or TPM activities in complex environments.
  • Experience coordinating field teams, partners, and logistics in challenging settings.
  • Bachelor’s degree required; Master’s preferred.

Responsibilities

  • Serve as primary point of contact with COR and DoS stakeholders, overseeing contract implementation, delivery, quality, and client satisfaction.
  • Oversee field teams, staff, subcontractors, and implementing partners.
  • Lead MEL/TPM support for humanitarian activities.
  • Lead development of task order concepts and technical approaches from identification to inception.
  • Contribute to bids with technical approaches, resources, workplans, and budgets.
  • Coordinate task order capture across technical and operational teams.
  • Provide strategic oversight to align with client priorities.
  • Manage on-the-ground operations and logistics across dispersed teams.
  • Coordinate with U.S. Government, UN agencies, NGOs, and other actors.
  • Represent Dexis in client engagements and field discussions.
