Job description

The Boston Public Health Commission (BPHC) Recovery Services Bureau (RSB) offers comprehensive programming and resources aimed at reducing the harms associated with substance use, including providing treatment services, recovery supports, and youth prevention. RSB operates across the continuum of care, spanning outreach and engagement, drug user health, naloxone distribution, residential treatment, referral services, and more. RSB has over 150 personnel working across more than 10 programs.

Entre Familia is a 6-to-9-month residential substance use treatment program that provides bilingual/bicultural, gender-specific, substance use disorder treatment to pregnant and postpartum women and their children. The program serves pregnant and postpartum women and their children in the State of Massachusetts. The program is based on evidence-based models with proven success in providing culturally sensitive services to all women and their children, a population historically underserved in substance use treatment.

DUTIES:

• Works to help BPHC advance as an antiracist organization by meeting or exceeding the standards set by the BPHC Anti-Racism Policy.

Program Leadership and Management:

• Responsible for the overall leadership, management, and supervision of the Entre Familia Family Residential Program, a residential substance use disorder (SUD) treatment program for women and their children, particularly BIPOC women and their children.
• Responsible for the design, implementation, and oversight of all services at the Program, including, but not limited to, planning and development, programmatic policies and procedures, treatment protocols, treatment models, evidence-based practices and clinical documentation.
• Implement the Recovery Services Bureau’s mission and philosophy of substance use disorders and harm reduction treatment models.
• Lead efforts to evaluate, redesign, and rebuild the program’s entire treatment curriculum based on evidence-based practices and emerging best practices in the field.
• Lead the program management team to develop, plan, evaluate and report on goals, objectives, and outcomes for the program.
• Provide close supervision to each Program Manager leading their section of Entre Familia’s mission.
• Build and maintain a strong partnership with other BPHC and RSB programsand collaborate on Bureau wide and Commission wide projects.
• Oversee program's compliance with state licensing and federal regulations, and all reporting requirements and evaluation. Ensures completion of all program's clinical documentation.
• Oversee monthly/quarterly/annual clinical chart reviews to ensure the delivery and documentation of clinical services.
• Manage all program funding including state contracts and other external funding.
• Monitors program's third-party billing activities.
• Develop streamlined and comprehensive system of documentation in accordance with state and federal regulations.
• Work in a confidential capacity with the Senior Management Team and meets regularly with supervisors regarding all aspects of program operations, including but not limited to matters pertaining to program staff and other confidential matters.
• Participate in management team meetings; assists Bureau Director, Clinical Services Director, and Associate Bureau Director with new initiatives and projects and in seeking funding sources; assists in fulfilling monthly, quarterly, and annual reporting requirements; shares in fulfilling critical responsibilities of Clinical Manager when absent from program.
• Operates independently.

Clinical Responsibilities:

• Oversee development and implementation of evidenced based practices and curricula related to substance use disorder, mental health, trauma, family therapy, child therapy, and life-skills.
• Ensure program clients are provided with comprehensive health, mental health, case management and substance use disorder treatment.
• Provide clinical consultation for program staff including the Clinical Manager, case managers, clinicians, direct care staff, etc. including risk assessments, mandated reporting, etc.
• In collaboration with the RSB Senior Management Team, develop program policies to ensure safety and improve clinical services, case management and programming.
• Provide support to staff and clients including crisis management and milieu management.

Community and BPHC Partners:

• Lead the establishment of new partnerships, linkages, and program collaborations with community partners.
• Serve as primary liaison with Boston Health Care for Homeless People (BHCHP) medical team.
• Serve as primary liaison with vendors that provide program with services and that supply client food, cleaning, laundry, clinical laboratories, etc.
• Oversee upkeep of program's physical facility and ensure all program spaces adhere to ADA regulations and DPH licensing requirements.
• Ensure physical facility is kept clean, attractive and maintains a welcoming and therapeutic environment. Works closely with RSB Director of Operations, Property Management and vendors to resolve facility related issues.

Supervision/Staff:

• Provide direct supervision and documentation to assigned staff, including but not limited to Clinical Manager, Program Manager, and Program Coordinator II.
• Develop and maintain an organizational culture that fosters staff professional development and provides adequate supervision and support.
• Facilitate healthy team development and skill building is integral to the delivery of clinical services.
• Oversee recruitment, hiring, performance evaluation, promotion, and termination of all program staff.
• Develop and implement operations protocols creating a comprehensive and coordinated delivery of substance use disorder services.
• Responsible for assessing training needs of staff to develop planned comprehensive staff training programs. Supervise process improvement activities and maintains appropriate deadlines for said activities.
• Ensure program's compliance with performance evaluation schedules.
• Make and recommend management and personnel decisions regarding programs, including but not limited to promotion, transfer and assignment of staff, and imposition of discipline.
• Represent management in grievance and arbitration process, including but not limited to hearing and adjusting grievances, and attending grievance and arbitration hearings.
• Recommend reviews and assist in creation of proposals for collective bargaining on behalf of the program and may attend and participate in collective bargaining as management representative.
• Provide and oversee on-call coverage, by cell phone, to the program(s) as scheduled.

Performs other duties as required.

• Master in Mental Health field with LCSW, LICSW, LMHC or Master in Mental Health with CADAC/ LADC I certification required.
• Knowledge of or willingness to learn about the role of public health in addressing racism, the social determinants of health, and inequities in health outcomes as well as strategies to advance racial justice and health equity.
• Commitment to health equity and racial/social justice issues.
• Minimum of 3 years of providing leadership in human services, public health, and/or clinical services.
• Minimum 5 years’ experience providing clinical services.
• Minimum 2 years’ experience in supervising the provision of clinical services to adults in outpatient or residential settings.
• Ability to formulate, interpret and evaluate theoretical knowledge of substance use disorders and related issues and translate them into practical application in residential treatment settings.
• Ability to develop and implement a comprehensive continuum of substance use disorder services.
• Demonstrated knowledge of gender and cultural issues pertinent to substance use disorder, treatment, and the recovery process.
• Multilingual-multicultural (Spanish, Haitian Creole, and/or English) highly preferred.
