Samaritan Daytop Village, based in New York City, seeks a Program Director to lead the clinical management and administrative operations of assigned behavioral health programs.

Under the Vice-President, you will supervise staff, ensure regulatory compliance, and drive continuous quality improvement while maintaining a safe, therapeutic environment and high-quality patient care.

Qualifications

  • Master’s degree in social work, psychology, or related field required.
  • LMSW/LMHC/LMFT license; LCSW preferred.
  • Minimum five years in behavioral healthcare with at least three years in a supervisory or management role.
  • Grant management and quantitative/qualitative analysis experience preferred.
  • Knowledge of evidence-based treatments and managed care principles.
  • Strong leadership and ability to manage staff.
  • Ability to handle pressure and multiple priorities in a dynamic behavioral health environment.
  • Proficiency in MS Office and EHR.
  • SIFI preferred or willingness to obtain within one year from date of hire.
  • Knowledge of OASAS, OMH, CSAT guidance.
  • Ability to implement and monitor policy and procedure.

Responsibilities

  • Oversee program transformation and CCBHC compliance with federal and state requirements.
  • Develop, implement, and monitor program evaluation plans with performance measures and data systems.
  • Collaborate with internal and external stakeholders to support program goals and CQI.
  • Ensure 24/7 crisis services and comprehensive behavioral health services per CCBHC standards.
  • Supervise environment to ensure a therapeutic atmosphere and positive relationships.
  • Monitor quality, effectiveness and safety of clinical services and environment of care.
  • Manage program services, improve existing services and develop new components.
  • Provide clinical and administrative supervision to program staff.
  • Interview, hire, train, appraise, discipline and may terminate staff.
  • Provide administrative supervision for site; ensure a safe environment of care.
  • Ensure records comply with regulatory standards and HIPAA privacy and security.

The Role

Under general direction of the Vice-President, The Program Director is responsible for the overall clinical management and administrative operations of his/her assigned program(s). He or she is responsible for managing and monitoring the job performance of all program employees; assuring the quality of clinical services provided to persons served and the communications between program employees and agency administration.

Responsibilities
  • Oversee program transformation and CCBHC compliance with federal and state requirements.
  • Develop, implement, and monitor program evaluation plans, including performance measures, data collection, and reporting systems.
  • Collaborate with internal and external stakeholders to support program goals and continuous quality improvement.
  • Ensure 24/7 crisis services and comprehensive behavioral health services are available to all individuals, consistent with CCBHC standards.
  • Supervises and monitors environment to ensure that behavioral guidelines are followed, a therapeutic environment is maintained and interpersonal relationships remain positive.
  • Monitors quality, effectiveness and efficiency of program’s clinical services and safety of environment of care.
  • Manages program services, improves existing services and develops new treatment components to meet needs of persons served.
  • Helps develop, implement and deploy agency policy and procedures.
  • Provides clinical and administrative supervision to program staff.
  • Interviews, hires, trains, appraises, disciplines and may terminate subordinate staff
  • Provides administrative supervision for site; ensures a safe and secure environment of care.
  • Ensures clinical staff maintains accurate, complete and timely records that comply with regulatory standards and agency internal policy and procedure.
  • Ensures that all program staff upholds the agency's Code of Conduct/Code of Ethics and comply with all Federal, state and local law/regulation, including 42 CFR confidentiality and HIPAA privacy and security regulations.
Qualifications
  • Master’s degree in social work, or psychology or related field is required.
  • LMSW/LMHC/LMFT license; LCSW preferred
  • Minimum of five years of experience in behavioral healthcare, with at least three years in a supervisory or management role overseeing clinical and administrative functions. Experience in CCBHC programs preferred.
  • Professional experience in grant management and quantitative/qualitative analysis is preferred, particularly for CCBHC.
  • Knowledge of evidence-based treatments, managed care principles, and behavior practices.
  • Strong leadership and supervisory skills, including the ability to prioritize, delegate, and manage staff effectively.
  • Ability to work under pressure, manage multiple priorities, and adapt to changes in a dynamic behavioral health environment
  • Proficiency in Microsoft Office Suite (Word, Excel, Power Point, Outlook) and EHR.
  • Seminar in Field Instructions (SIFI) preferred or willingness to obtain within One year from date of hire for all Program Directors that are Social Workers.
  • Knowledge of OASAS, OMH, CSAT guidance.
  • Ability to implement and monitor policy and procedure in accordance with agency guidelines.
