Job summary

Urban Strategies seeks a Program Director to oversee a comprehensive UC shelter program in San Benito, TX, ensuring compliance with ORR and state standards. The role includes budget management, reporting, staff supervision, and community engagement.

The position requires a master’s degree or equivalent, LCCA license, bilingual English/Spanish skills, and experience in child welfare program administration. Salary is $109,970 with a full-time exempt schedule.

Qualifications

  • Master of Social Work (MSW) or an equivalent degree in Education, Psychology, Sociology, or other relevant behavioral science degree; OR
  • Bachelor's degree plus 5 years' experience in child welfare administration, child protective services. In addition to either of the criteria above, the candidate must possess: 3-5 years of experience in program management or 3-5 years as a director of a license childcare program.
  • Must be a Licensed Child Care Administrator (LCCA).
  • Knowledge of Microsoft Office 365, Foster Care System, Faith-based/CBOs in the area
  • Bilingual: English and Spanish
  • Driver’s License

Responsibilities

  • Plans, implements, supervises, and evaluates the details of the program, including the treatment models’ fidelity and the provision of individualized services for UACs.
  • Promotes and extends the culture of Urban Strategies and its values
  • Prepares reports on the progress of youth; prepares reports and documentation relating to staff.
  • Oversees and, when necessary, leads in guiding the group interaction process.
  • In conjunction with Human Resources, screens, interviews, and hires staff, and provides specific program-related orientation for new staff.
  • With assistance from the Program Management Team, monitors progress and ensures training compliance.
  • Ensures the program operates within budgetary constraints.
  • Initiates purchase requests; receives supplies and equipment; and maintains related fiscal and inventory control records.
  • Maintains personnel and budgetary records for the facility, including personal accounts for assigned youth.
  • Develops and promotes community relations with public and/or private social services and other agencies and programs.
  • Meets with local officials, public and private agency heads, community groups, and the general public to explain the facility’s functions, programs, and role in the community.
  • Solicits community support.
  • Supervises the planning of menus and food services.
  • Ensure the maintenance and cleanliness of the physical facility andthe upkeep and operation of on-site equipment.
  • Maintains security in buildings, grounds, and other posts; intervenes during emergencies or altercations to prevent escapes and maintains physical control of youth twenty-four hours a day, seven days a week.
  • Develops community resources.
  • Assists in the developmentand implementation of treatment plans and programs.
  • Supervises staff and youth working a variety of shifts, weekends, holidays, and overtime; ability to respond to crisis situations when necessary.
  • Establishes and maintains working relationships with staff, community groups, the courts , other agencies, and the general public .
  • Exercises considerable judgment, discretion, and initiative in the performance of duties within established policies and procedures.
  • Performs other related work as assigned.

5 Days per Week, 40 Hours per Week, 12 Months per Year

General Description

The Program Director is responsible for the overall programmatic, administrative, financial, and operational systems related to the provision of care and services for Unaccompanied Children (UC). Ensuring compliance with Office of Refugee Resettlement (ORR) policies and procedures, contractual agreement(s), State Licensing Minimum Standards, and all other applicable state and federal law, rules and guidelines. This includes providing regular and timely reports to ORR regarding operations, services, and finances; establishing a respectful and supportive workplace environment; and elevating any issues or concerns to ORR. This role is responsible for staff supervision, program development and ensuring the safety and well-being of children in care.

You should like working with children of all ages. Should be able to multi-task, be detail-oriented, be organized, and have excellent verbal and written communication skills.

Minimum Qualifications
