Job summary

Grand Street Settlement in Brooklyn seeks an Early Head Start CC Program Director to lead day-to-day operations for 168 children birth to 3 and their families, under Head Start standards. The role partners with the Managing Director of Early Childhood to drive program design, monitoring, staff training, and outcome-based planning.

The candidate will supervise a management team, coordinate enrollment, audits, and community partnerships while ensuring compliance with NYC DOHMH and federal Head

Qualifications

  • Bachelor’s Degree and experience in supervision of staff, fiscal management, and administration required; Master’s Degree a plus.
  • At least 4-7 years of experience in supervision and management, family and community, leadership, and collaborating with diverse teams.
  • At least 3-5 years’ experience working with children birth- age 5
  • Strong background and understanding of program development and strategic outcome-focused planning and implementation
  • Proven ability to successfully lead federal, state, and local audits/ reviews
  • Proven ability to effectively train key staff in all areas of comprehensive services according to Head Start Performance Standards
  • Excellent oral and written communication skills, and computer literacy
  • Enthusiasm, vision, creativity, and initiative

Responsibilities

  • Implement effective strategies to establish collaborative relationships with Family Child Care Networks to maintain full enrollment.
  • Formulate, coordinate, and implement all aspects of Head Start Performance Standards.
  • Direct supervision of EHS-CCP management team; hiring, termination, performance evaluations, professional development training.
  • Co-lead in monitoring comprehensive services, program governance, community assessment, and Monitoring Reviews.
  • Recruit and establish relationships with child care partners and community service agencies.
  • Ensure smooth day-to-day operations and supervision of all program options and contractors in line with program goals.
  • Prepare Early Childhood program reports for the governing body and policy council.
  • Collaborate with Early Childhood staff and family resource center in planning and implementation of comprehensive services.
  • Monitor data and analysis reports to make program decisions based on needs of families and community.
  • Develop and implement effective training for GSS staff and partner staff in all program options; Head Start requirements, roles, and responsibilities.
  • Ensure program preparation for federal reviews
  • Ensure compliance with NYC Department of Health regulations and all facilities regulations
  • Ensure compliance with ACF Policies and Head Start Performance Standards
  • Ensure implementation of all Head Start/Child Care/Early Head Start Collaboration program goals
  • Ensure program coordinators, specialists, and consultants meet all areas of compliance within Head Start Performance Standards
  • Collaborate with key staff, parents, and governing bodies to develop high-quality programming for children and families in Early Head Start CC Partnership
  • Provide staff and parent training through workshops, consultants, meetings, and other resources
  • Conduct and document annual staff program performance evaluations
  • Be responsible for developing good staff relationships and staff participation in the entire program
  • Participate in appropriate community organizations and partnerships, and ensure completion of Full/Annual Community Assessments
  • Coordinate resources of the community such as health and welfare agencies and use them effectively to enhance services for families
  • Coordinate and integrate program components to meet needs of children
  • Have sound knowledge of HSES, Grant Solutions, and related systems
  • Verify time cards and staff schedules; track vacation time, sick leave, and compensatory time
  • Manage program budgets in collaboration with the Financial Analyst
  • Ensure compliance with OBM and monitor budgets and contracts
  • Maintain and provide programmatic oversight of contractual agreements with partners
  • Establish and maintain strategic partnerships; represent organization in the community
  • Active participant in the Agency’s Strategic Planning and digitization project
  • Special projects as assigned

Early Head Start Child Care Partnership Program Director

SALARY RANGE:

$80,000 - $ 90,000. Benefits include life insurance, a 401 (k) plan, and vacation, personal, and sick time off.

DATE:

August 2026-June 2027

SCHEDULE:

Monday-Friday, 8 am-4 pm, or 9 am-5 pm. Schedule may vary based on program needs.

JOB SUMMARY:

The EHS CC Program Manager is responsible for day-to-day program operations and delivery of comprehensive services for 168 children (ages birth to 3) and their families in accordance with Head Start Performance Standards, through EHS Center-based and EHS Family Child Care Partnerships. This includes providing exceptional leadership, implementing ongoing monitoring, continuous improvement activities, effective training for supervisory staff, communication and collaborative relationships with child care partners, and strategic, outcome-driven program planning. The EHS CC Program Manager will also work closely with the Managing Director of Early Childhood on integration, programming, and related activities for Family Child Care Partners in the Head Start/Early Head Start Expansion program.

Education, Experience And Skill Requirements

Pre-employment Requirements
  • Successfully clear: NYS DOI Fingerprint Screening, NYS Central Registry Clearance, Sex Offender Registry Clearance, 3 reference checks, physical examination with updated TB test, Tdap, MMR, varicella (fees may apply)
  • Meet all employee health requirements in Article 47 (DOHMH) and Head Start performance standards
  • Mandated Reporter training certificate (every 2 years) and comply with agency’s policy and procedure regarding identification and reporting of child abuse and neglect.
  • Obtain First Aid/CPR and Preventive infectious diseases certificate within the first year of employment.
