Job summary

Northrop Grumman is seeking a Program Cost Control Analyst at the Level 3 or 4 tier in Dulles, VA to support budgets, schedules, and financial analyses for contracts vital to national and global security.

The role involves setting up cost control systems, performing EVM tasks, and coordinating with programs and customers. Top-Secret clearance is required, and a 9/80 schedule with every other Friday off may apply.

Qualifications

  • Active U.S. Government Top-Secret clearance required at time of application.
  • Bachelor’s degree with 5+ years of experience, OR Master’s with 3+ years.
  • Level 4 requires 8+ years with Bachelor’s or 6+ with Master, with option for 4+ years in lieu of degree.

Responsibilities

  • Set up cost control system and monitor costs and schedules on contracts with validated cost schedule control system.
  • Support audits and reviews requested by programs, customers, and management; provide fact-finding and negotiation support.
  • Perform analyses and prepare reports to ensure contracts meet negotiated parameters and government guidelines.
  • Execute Earned Value Management tasks including WBS development, budget baseline, risk analysis, and reports.

Northrop Grumman’s Space Sector provides an arena where your passion for innovation and quest for exploration are welcome. As a Program Cost Control Analyst – Level 3 or 4, your role at Dulles, VA will be pivotal in supporting missions critical to national and global security.

Ready to join forces with our visionary team? Our Program Cost Control Analyst will help prepare budgets and schedules for contract work and assist with financial analyses such as funding profiles, sales outlooks, cash forecasting and variance analysis. You will also work to ensure adequate funding availability by maintaining accurate records of expenditures, directing preparation for expenditure projections and submitting timely requests for additional funding to the government. This position will work a 9/80 schedule, with every other Friday off. This position can be filled at a Level 3 or 4.

Responsibilities
  • Set up cost control system, monitor and control costs and schedules on contracts requiring validated cost schedule control system
  • Support audits and reviews requested by programs, customers, and company management, fact-finding and negotiation support
  • Perform analysis and prepare reports in order to ensure that contracts are within negotiated and agreed-upon parameters and government cost control guidelines
  • Perform Earned Value Metric (EVM) tasks including Work Breakdown Structure (WBS) development, budget baseline, cost risk analysis/ assessment and visibility reports, development and analysis of estimates to complete
  • Other duties as assigned

Basic Qualifications
  • Level 3: Bachelor’s degree with 5+ years of professional experience – OR – Master’s degree with 3+ years of professional experience
  • Will consider an additional 4+ years of experience in lieu of degree
  • Requires an active U.S. Government Top-Secret security clearance at time of application, current and within scope
  • Experience with financial analysis or reporting
  • Experience with MS Office Suite
  • Level 4: Bachelor’s degree with 8+ years of professional experience – OR – Master’s degree with 6+ years of professional experience
  • Will consider an additional 4+ years of experience in lieu of degree
Preferred Qualifications
  • Degree in Finance, Economics, Accounting or Business Administration
  • Defense industry experience
  • Earned Value Management (EVM) experience
  • Program Cost Control experience
  • Experience with FAR/DFAR
  • Experience with Costpoint, Cobra, Primavera or SAP
Salary and Benefits

Primary Level Salary Range: $94,200.00 - $141,200.00

Secondary Level Salary Range: $117,500.00 - $176,300.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
